Places for People (PfP) is seeking to procure the financing, installation, operation and maintenance of photovoltaic panels on behalf of itself, its present and future group members and be capable of being used by social housing providers in the United Kingdom. To this end, PfP plans to establish a framework agreement for 4 years to allow the contracting authorities referred to in this contract notice to call-off concession contracts to carry out the services and associated works required. Concession agreements called-off under the framework will last for 25 years. Places for People (PfP) is a registered provider of social housing. The Contracting Authority is one of the largest propoerty management, development and regeneration companies in the UK with a stock portfolio of over 60 000 properties covering a large geographical area from Edinburgh to the Isle of Wight. PfP is seeking to maximise the sustainability of its property portfolio. PfP is procuring a provider (the provider) to take full responsibility for the financing, delivery, installation and long-term operation and maintenance of photovoltaic panels on the maximum number of suitable properties across PfP housing stock. It is expected that the provider will install the photovoltaic panels at zero cost to PfP and provide free electricity generated by the panels to the relevant resident. PfP is seeking a comprehensive solution to be provided by the successful provider, which may include an income stream in the form of an up-front payment and/or regular payments or some other commercial arrangement (further details will be provided in the contract documents). The provider's responsibilities under the concession agreement include surveying of properties to ensure suitability, design, specification and procurement of panels and associated infrastructure, installation of the panels and operation and maintenance for the duration of the 25 year feed in tariff period. PfP requires a large scale and fast paced installation programme to maximise installations by 31.3.2012.
