Framework agreement for development measures and networking building for the Sami culture sustenance.

The Sami Parliament (Sametingets) request with this publication the submission of bids from suppliers for the framework agreement for external assistance for development measures and networking building for the Sami culture sustenance. The target group is the major contributors within the Sami art and cultural circles that have created or wanted to create sustenance around its art and cultural expressions. The time frame for the framework Agreement will be for 3 years, with the start up date of January the 1st in 2014. We estimate that the expected total value for the entire period to be 3,000,000 excluding VAT. The Sami society currently has many very talented artists and cultural workers who create and conveys Sami art and culture. Some of the characteristics of the Sami cultural sustenance sector is that it is driven by strong idealism and often without professionalized operation. Many of the main persons involved have a second occupation or operates with the combination of other industries. The challenge lies in strengthening the major contributors within the Sami creative industries so that they can be strengthened with the confidence and knowledge to conquer the world with their products. One challenge is that many have little expertise in the commercial side of the business. This can involve anything from the idea and the business Development to the mercantile and financial competence, market orientation, product development, marketing strategies, etc. Some of the major contributors within the Sami creative industries have to start from the beginning to strengthening the confidence of their own ideas and get the needed training/instruction within business creation/establishment. For others it will be enough for them to learn strategy development and to see the potential within their own business. This need for knowledge must be meet by the supplier in the project meeting and the program must be tailored to the particular industry that the culture sustenance is in. Arts and culture is complex in the way of thinking, and thus does not fit directly into other sector development programs. The most important ingredients in this project is competence development, having a focus on profitability in operations, focusing on ethics when selling the Sami heritage and the development of networks for the participants. We envision that the external assistance shall cover the following services: A. Workshops B. Guidance C. Network/networking A. Workshops: will be held in the form of gatherings in various Sami regions with participants from the region. This will be held with and in partnership with a Sami institution or another local key participant within development from the local area. The program for these gatherings are planned to be divided into 3 phases: 1: the development of ideas: The objective of the first phase is to provide participants with insight into how to develop a creative dream into a good business idea and further to the establishment of their own business. 2: Establishing assistance and further development: In this phase, shall the training deal with matters regarding the establishment of the actual operations, for example: business idea, business plan, types of companies, market and market processing, business administration, budgeting and accounting, laws and regulations etc. 3: Strategy development: The goal in the final phase is to give participants the opportunity to develop the potential of their own business and boost profitability, including among other things through product and market development. Answering: What does it take to succeed? How do other companies/business owners accomplish this? B. Instructions: It is desirable that participants are offered individual counseling and mentoring either during or between sessions. The players will be at different levels in their business, this must be adapted so that participants get help on the level that gives them the best condition. C. Network: The sessions will also have a networking function for the participants so that they can make contacts and help each other throughout the collections. The Contractor shall operate the network between the collections in collaboration with Sami institution or other local development actor in place. Sami Parliament will take the initiative to enter into cooperation with the Saami institution / development actor involved. The actor's role in the project is intended to identify creative industries in the region, and facilitate meetings. In addition to scheduling the continuation of the network after the workshop is closed. Costs incurred Sami institution / player development will be governed by a separate agreement with the Sami Parliament and covered by the Sami Parliament. There should be at least 12 registered participants for commissioning. It is expected that the supplier is actively working to recruit participants in the project, in cooperation with the Sami Parliament and Sami institutions / local development actor in place. Instruction and guidance in Finnmark as well as Norwegian also be implemented in Northern Sami.
