This PIN relates to the London Councils intention to award a contract for the provision of a proven ‘off the shelf' solution capable of publishing contract and spend data effectively via an integrated (not interfaced) Contracts Management Tool from April 2015. London Councils have a number of requirements from the proposed service: — The ability to run customised searches and reports that can be automatically refreshed based on specific parameters and deliver accurate and up-to-date information on current and future contract information, — Contract alert facility allowing users to specify email reminder criteria including key dates and milestones of contracts by department and contract owner, — Enabling information such as OJEU notices, contract terms, specifications and other supporting documentation to be downloaded, — Link related contracts (e.g. a framework agreement with the associated work orders, or the contracts that lie within a project, Award Notices, group or category) capture, search and report on customer and supplier contracting entities, — Access to post-contract-award modules to capture and manage, key performance indicators (KPI's), delivery of contract management, and all of the related control reporting and management information, — Capacity to integrate contract and expenditure elements to enable searches across both data sets using common data elements, — Contract Lifecycle management set reminders, receive email reminders and re-schedule reminders, thereby helping sourcing teams plan more effectively and meet lead times. London Councils is looking for a service capable of managing and supporting boroughs in their obligation to the data transparency code published by Government on May 1 2014. It is anticipated that the Business Process Management aspects of the Service will need to be operational by the autumn of 2015. It should be noted that London Councils is considering which services may be included in any proposed contract and the above list should not be considered as exhaustive. London Councils reserves the right to include additional services in any proposed contract. Further London Councils reserves the right to remove any elements of the Services and procure those services separately. The contract length is expected to be for an initial period of 3 years with an option to extend for a further period or periods of up to 2 years.
