A framework agreement shall be signed on behalf of Buskerud county for machine excavating services for archaeological registrations and searching and other related services in Buskerud county. This is a framework agreement for a minimum length of 2 years, with an option for a further 2 years. Taken up as 2 + 1 + 1. The aim of the procurement is to enter into a framework agreement that provides options for the procurement of machine excavating services for archaeological registrations and searches in Buskerud county. The procurement is for the provision of machine excavating services such as digging pits, excavating and refilling, securing dig site, hire of rest/heated barracks and toilets, covering/disposal of polluted matter as well as the necessary site management/engineering design services, etc. The delivery/contract will be divided into the following geographical zones: 1. Zone 1: Region West Viken and the Drammen region; 2. Zone 2: The Ringerik region and Region Mid Buskerud; 3. Zone 3: The Hallingdal region; 4. Zone 4: The Kongsberg region. Tenders can be submitted for 1 or several of the above mentioned zones. The contracting authority reserves the right to divide the contract and accept all or parts of a tender. The contract's total value is estimated to 1 500 000 NOK excluding VAT per annum. The value is estimated on experience and the accounting figures for the procurement of equivalent products in previous years, as well as the future budget. The values must therefore be seen as a non-binding estimate. See part 2a, requirement specifications, for further information about the contract. The qualification requirement is a minimum requirement of the tenderer's technical qualifications and financial and economic standing. The tenderer's qualifications will be assessed based on the submitted documentation. The tenderers must document that all of the requirements are met in order to participate in the competition. In instances where the Contracting Authority sets requirements for capacity and/or competence and the tenderer supports themselves on another supplier's capacity and/or competence, a commitment statement or other documentation must be presented showing that the tenderer has authority over the sub-supplier's offered resources. Tenderers can use the attached template for a commitment statement if relevant. The declaration shall be enclosed with the tender. The tenderer shall have settled conditions in relation to payment of taxes and VAT. Tenderer must submit tax certificate for paid VAT and tax. Foreign tenderers must attached equivalent certificates issued by a competent authority in the member country. The certificate must confirm that the tenderer has met their obligations in regard to the payment of tax and VAT in the country where the tenderer/contractor resides, in accordance with the legislation of the country. The certificate must not be more than 6 months old. Requirements connected to the tenderer's economic and financial position: Financial and economic position. The financial capacity to carry out the contract is required. Documentation requirement: The Contracting Authority will execute an assessment of the economy via the company and accounting information system AAA Soliditet AS (www.soliditet.no/creditcontrol). Tenderers are asked to submit other information they believe is relevant. The contracting Authority reserves the right to obtain supplementary information about the tenderer's finances. Requirement connected to the tenderer's technical and professional qualifications: — Tenderers must be certified by a professional register/inspection authority as mandated in the legislation in the country where the tenderer is established. Documentation requirement: Documentation shall be enclosed showing that the tenderer is registered in the professional register, trade register or other enterprise register as prescribed by the law of the state where the tenderer is established, for example, the Brønnøysund Register Centre. Certification/concession to operate issued by a national supervisory authority — Tenderers shall have experience from a minimum of 3 equivalent assignments in the last 5 years. Equivalent means assignments where the tenderer has carried out excavation work on archaeological projects, landscape work, ditch excavation or other forms of precision excavation. Documentation requirement: Tenderers shall enclose a list of the most important relevant deliveries in the last 5 years, including information on the date, contracting authority and contact person — Tenderers shall document that the employees who are intended for the execution of this contract are certified in accordance with the regulations on the execution of work in accordance with §10.2. Documentation requirement: Tenderers shall enclose a copy of employees' certificates — Tenderers shall have a quality assurance system. Documentation requirement: Tenderers shall provide a detailed description of their quality assurance system, e.g. ISO certification or similar.
