The scope and purpose of the procurement: The Contracting Authority shall procure an HR and financial system, and wishes to enter into a contract with 1 provider of an ERP (Enterprise Resource Planning) system for the municipalities. The municipalities have a strong focus on efficient work processes, and a new ERP system shall support this. The system shall therefore have a close integration between the administrative systems and not at least the professional systems in the municipalities, in such a way that double registrations and unnecessary work processes are eliminated. The Contracting Authority reserves the right to decide when the different components of the offered system shall be in operation. Tønsberg, Færder (Tjøme and Nøtterøy) and Holmestrand (including Hof) municipalities with associated companies, shall have the ERP system ready for operation by 1.10.2017 (see the attached implementation time schedule). Re municipality reserves the right to not enter into the agreement, if the municipality, in September, decides to merge with Horten municipality, which is not participating in this tender contest. Re municipality may also be merged with Tønsberg or Holmestrand/Hof municipalities. This is decided by the Municipal council in September 2016.
