Review and determination of the unit costs of the electronic communication services provided by CYTA. The evaluation of the input data, methodology and processes of the costing systems and the outputs must be done through the development and use of a replica of CYTA's FDC and LRIC costing systems. Development, and implementation for use of the following models: (1) A Bottom Up model for the fixed network and a Bottom up model for the mobile networks determining the unitary cost of the following services: i. Fixed Voice Termination Rates ii. Mobile Voice Termination Rates(2G, 3G, 4G) iii. Wholesale SMS iv. Wholesale mobile Data v. Wholesale access for MVNO vi. Wholesale leased lines (termination) vii. Local Loop Unbundling (LLU) viii. Bitstream access ix. Fixed NGA broadband access (fiber: virtual/physical unbundling) (2) Margin Squeeze models to be used for replicability tests to monitor competition levels in relevant markets (3) Universal Service Net Cost Model which will determine the net cost of the Universal Service in Electronic Communications And the development of an Electronic Inquiry Form to collect from the market the inputs feeding the models to be developed.
