Stavanger municipality's websites shall be the natural channel for inhabitants, businesses and other visitors to find information on the municipality's services. The websites are the municipality's presentation layer to the public and shall offer useful, available and simple sites with a functional design that is appropriate for both stationary and mobile screens. Stavanger municipality has, as its general aim, to change the structure of its websites from an organisation and theme orientated website structure to a task/user orientated website structure. The system shall function optimally, regardless of whether the visitor accesses the website from their mobile, tablet or desktop computer. A portal like the one we shall administer will, out of necessity, be relatively comprehensive and large, as the municipality has 130 000 inhabitants and the target groups are big and complex. We shall facilitate and make many different types of services available that are relevant for the inhabitants in different phases of their lives. We have an obligation to provide information on how we prioritise and use our inhabitants' money. The municipality would like greater contribution from inhabitants and participation in the political processes in the municipality. We would like a tender who will and who has the competence, to develop the websites further in the future. The contract period for the maintenance contract is 4 years, with an option for a further extension from the contracting authority for 2 + 2 years.
