Supply of Support Services for Victims.

The Police and Crime Commissioner for Avon and Somerset (PCC) and Avon and Somerset Constabulary are working with partners across the force area to pioneer a new approach to transform services for victims of crime and Anti-Social Behaviour (ASB). A key foundation for this approach is the Victims Code of Practice (“VCOP). This specifies that certain victims are entitled to an enhanced level of service. These are: — Victims of the most serious crime; — Persistently targeted victims; — Vulnerable victims; — Intimidated victims. The PCC are seeking suppliers to provide the following support services from 1.4.2015: — Emotional Support Service for Victims (Lot 1); — Independent Sexual Violence Adviser Service (Lot 2). The Services will complement and be part of a network of services for victims of crime and ASB in Avon and Somerset. It is anticipated that the initial duration of the contract will be 3 years with the option for the Contracting Authority to extend for a further period of 1 year, giving an overall contract duration of 4 years. It is also intended at the date of this notice that the services procured via the tender process will be made available to other PCC's via a Framework Agreement. The other PCC's are Devon & Cornwall, Dorset and Wiltshire. Prospective bidders should be aware that none of the forces listed above have committed to appoint the bidder who is successful in this procurement exercise for all or any of their respective requirements for services of the kind described in this notice. The estimated annual values of the services required by the PCC for Avon and Somerset are in the following ranges: Emotional Support Service for Victims (Lot 1) = GBP 225,000 – 300,000. Independent Sexual Violence Adviser Service (Lot 2) = GBP 150,000 – 200,000. As the other PCC's named in this notice have yet to give any firm commitment as to their likely participation in the contract that results from this procurement exercise, it is not possible to give any meaningful estimate of the potential overall value of the services required by those PCC's. However, as a very approximate indication, if all of the other PCC's in question chose to purchase via this procurement exercise, the total annual value of services under the contract(s) resulting from this exercise could be in the region of Lot 1 GBP 900,000; Lot 2 GBP 600,000.
