Integrated Monitoring and Evaluation Services of the overall success and impact of the NEYAI.

Pobal, on behalf of the NEYAI Steering Group, proposes to engage in a competitive process for the award of a 3.5 year contract for integrated monitoring and evaluation services of the overall success and impact of the National Early Years Access Initiative (‘NEYAI’) covering the period 2011–2014. The general aims of the NEYA Initiative are: — the improvement of the quality and coordination of local services to young children and families in a small number of demonstration sites; and, — the provision of an evidence-base to inform mainstream practice and policy with regard to the design and delivery of integrated services for young children and families and to leave in place a sustainable legacy for the future. The terms of reference for the successful operator under the contract will be as follows: — to develop and conduct a comprehensive evaluation plan for neyai comprising and integrating the four elements of the initiative as specified below, — to assess the extent to which the overall aims of the initiative have been achieved, — to work with the pobal staff and to interact with the learning community through periodic analysis of learning emanating from the initiative, — to draw lessons from the learning community in terms of implementation and dissemination of good practice and its implications for policy development, — to assess the replicability and sustainability of different individual service models within the initiative, — to provide evidence-based recommendations for the steering group in order to inform and shape future developments in practice and policy this area. The duration of the contract will be for 3.5 years, with the first interim report due in mid 2012 and a final report in mid 2014.
