Framework Agreement for the Design, Supply and Installation of Photovoltaic (PV) Panels — Portsmouth and Surrounding Area.

Portsmouth City Council (the ‘Council’) has let a multiple contractor framework agreement for the design, supply and installation of photovoltaic (PV) panels. Individual contracts will be let via mini-competition and will range in value from approximately 5 000 GBP to 150 000 GBP although there may be occasions when this value is exceeded. The framework commenced on 1.11.2014 and will be open for a maximum duration of four years during which time the Council, and the additional neighbouring contracting authorities stated below, will have the facility to utilise the agreement. Spend via the agreement may be in the region of 1 800 000 GBP to 2 400 000 GBP over the entire maximum 4 year duration. The lesser value of works quoted is based upon the Council's estimated requirements whilst the higher value is based upon the estimated requirements of the Council plus those of the other contracting authorities able to access the agreement. Spend may be higher than 2 400 000 GBP but is contingent upon occurrence of increased access to internal and external funding. The set-up of the framework will place no obligation on the Council or the neighbouring contracting authorities to use the arrangements. The additional contracting authorities who are able to access the agreement comprise of the members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC). The PRPP is made up of the following members: Portsmouth City Council Havant Borough Council Fareham Borough Council Gosport Borough Council University of Portsmouth NHS Portsmouth — trading as Solent Supplies Team (and its successors in title) Portsmouth Hospitals NHS Trust — trading as Solent Supplies Team (and its successors in title).
