Date: July 30 th , 2012 Bid No. 0733-125000129003 Under the "China Climate Change Framework Loan" from the European Investment Bank (EIB), Jinan Thermal Power Co., Ltd. (hereinafter referred to as the "Tenderee") has applied for an allocation amounting to EUR 31 000 000,00 from the Ministry of Finance of the People's Republic of China to build Shandong province Jinan comprehensive energy-saving cogeneration project, and the Tenderee intends to apply a portion of the loan and domestic funds to eligible payments under the Contract for which these Bidding Documents are issued. CITIC International Tendering Co., Ltd (abbreviated as "CITIC") entrusted by the Tenderee as Tendering Agent now invites sealed bids from eligible bidders for the supply of Transformation of Steam to Water Project by way of International Competitive Bidding. This contract will include: Transformation of Steam to hot Water in the District Heating System of Jinan City — No.1 lot: Prefabricated directly burying type thermal insulation pipes, pressure transmitter, input type hydrostatic level transmitter, temperature sensor, electric control valve group, transducer. — No.2 lot: prefabricated directly burying type thermal insulation pipes, ultrasonic heat meter, secondary electromagnetic flow meter. — No.3 lot: prefabricated directly burying type thermal insulation pipes, prefabricated directly burying type thermal insulation elbow, controller and modules. — No.4 lot: prefabricated directly burying type thermal insulation, pipes, solenoid valve temperature sensor, ball valve, gate valve, steam trap and etc. — No.5 lot: valves Remarks: Except pipe joints insulation, forming-in-place of thermal insulation pipes is strictly prohibited, only plant-prefabricated thermal insulation pipes are allowed. Location: this project is located in Jinan City, Shandong Province, China 1. Objective: this project is intended to improve the energy and resource efficiency of the present steam water supply system of Jinan Thermal Power Co., Ltd. The successful implementation of this project will ensure the safe, reliable and efficient operation of the heat network. 2. The construction period is about two years. The first Design Liaison Meeting (kick-off meeting) is expected to be held around Oct 10, 2012. This contract is expected to be implemented from the effectiveness of the contract to the end of the Warranty Period for the last heat period. The bidders are invited to bid for one or more of these lots. There will an evaluation per lot. The successful bidder for each lot will be awarded a contract. The Tenderee will award the Contract to the successful Bidder whose bid has been determined to be substantially responsive and with economically most advantageous (lowest Evaluated) Bid Price. Interested bidders are kindly requested to contract CITIC for obtaining hardcopies of the Bidding Documents between 9:00 a.m. -- 11:00 a.m., and 2:00 p.m. -- 4:00 p.m. (Beijing Time) in 2/F, No.17 th Unit, Su Yuan, Beijing Friendship Hotel, No.1 South Zhongguancun Street, Haidian District, Beijing until Sep 14 th 2012 (Saturday, Sunday and holidays excepted), upon non-refundable payment of CNY 3 000,00 or EUR 350,00 for one set of the Bidding Document. Bidders may also submit a written application to obtain a complete set of bidding documents. Extra cost CNY 500,00 or EUR 50,00 per set for postage for mail. CITIC and the Tenderee will not be responsible for any costs or expenses incurred by bidders in connection with preparation or delivery of bids. All bids must be accompanied by a bid security of strictly not less than two percent (2 %) of total bid prince fulfilling the conditions indicated in the Bidding Documents, and must be delivered in closed envelopes in person to the following address at or before 10:00 am (Beijing Time) on Sep 17 th , 2012.
