Staff Working Environment.

The Operational Support Programme Team of the UK Ministry of Defence Defence Equipment & Support trading entity intends to launch a project to replace the in-service deployable Headquarters Working Environment and Role 2 medical facility deployable shelters. This project will be known as Staff Working Environment (SWE). Service entry will be required from 2018 and it is therefore currently anticipated that a formal Contract Notice will be published in late 2015. The headline requirement will be to replace existing deployable headquarters and Role 2 medical facility shelters for UK land forces. Modularity and scalability will be important. A new CBRN COLPRO capability may be required, although this may be purchased on a Fitted For But Not With (FFBNW) basis with contract options for later supply. Some degree of ballistic protection capability may also be required, which may also be FFBNW for later supply. There will be requirements for the time, resources and extent of site preparation necessary to erect and dismantle shelters and for minimised shipping and storage volumes. Operation without degradation in a wide range of climatic zones and weather conditions will be vital. Compatible ancillary equipment such as heating and cooling, power distribution and lighting, flooring, IT and communications distribution, visual, thermal and electronic signature reduction may also be required. Alternatively some or all of these systems may be Government Designated in-service items which must be interfaced or integrated. UK MOD will be embarking on a number of parallel or overlapping Operational Infrastructure projects between now and SWE entering service from 2018, as well as retaining much current equipment beyond this date. The strict control of common-standard interfaces wherever feasible through the Generic Base Architecture and other relevant standards will be necessary to ensure compatibility between these different projects' solutions. Some indicative draft SWE Key User Requirements include: — The user shall be able to meet the Defence Strategic Direction 13 Planning Assumption Scales of Military Effort for the deployment and use of SWE; — The user shall be provided with workspace in which to undertake staff activities; — The user shall be able to increase or decrease the size of SWE without experiencing a loss of capability and without the requirement to deconstruct existing infrastructure; — The user shall be able to remove or add specific SWE modules and upgrades without any unintended impact on the performance of the capability; — The user shall be able to erect, commission, sustain and strike the capability using non-specialist personnel and equipment; — The user shall be able to store, transport and operate SWE capability in the Core Regions; — The user shall be able to site the capability in a wide variety of potential locations; — The user shall be provided with Level 1 and 2 Force Protection Engineering Measures; — The user shall be provided with facilities that can afford protection and continue to be operational in a CBRN environment; — The user shall be provided with facilities that can afford protection and continue to be operational in a Toxic Industrial Hazard and/or Toxic Industrial Chemical environment; — The user shall be able to transit to and from COLPRO-fitted vehicles in a CBRN, Toxic Industrial or Chemical environment without exposure; — The user shall be provided with facilities that are protected from detection. It is currently anticipated that the procurement will include a multi-year support arrangement in addition to asset purchase. This may be based on Contracting For Availability principles and may include the requirement or option for the supplier to deploy civilian or sponsored military reservist personnel on operations and exercises in line with evolving Total Support Force concepts. Suppliers who may be interested in meeting this SWE requirement should be aware that the loan and support of candidate equipment for selection trials may be required for a period of up to 2 years and, if so, it is unlikely that this will be funded except where items are subjected to destructive testing.
