Country: Republic of Moldova Name of project: Fruit Garden of Moldova Contract title: Lot 1: Works on modernizing the Mechanization hall of Agriculture Engineering and Auto Transport Faculty of the Agriculture State University of Moldova (ASUM). Lot 2: Works on renovating the Auditorium of Horticulture Faculty of the Agriculture State University of Moldova (ASUM). Both lots are procured within the Investments in Infrastructure component of ‘Fruit Garden of Moldova’ Project. Finance contract No: (FI No 83.887 (MD)) Serapis No 2014-0041 RFB Reference No : WORK_ASUM_2020 1) The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in amount of EUR 120 m), and intends to apply part of the proceeds toward payments under the contract for provision of: Lot 1: (Mechanization): Works on modernizing the Mechanization hall of Agriculture Engineering and Auto Transport Faculty of the Agriculture State University of Moldova (ASUM). Lot 2: (Auditorium): Works on renovating the Auditorium of Horticulture Faculty of the Agriculture State University of Moldova (ASUM). Both lots are procured within the Investments in Infrastructure component of ‘Fruit Garden of Moldova’ project. 2) The implementing agency/purchaser — Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) now invites sealed bids from eligible Bidders for provision of works for lot 1 (Mechanization) and lot 2 (Auditorium) of ASUM, located in Moldova, Chisinau. Contract(s) implementation period is up to 6 months from contract award date. The bidder must bid for 100 % of requested quantities (per each of the lot bidder wishes to bid for). 3) Bidding will be conducted through International competitive procurement using a request for bids (RFB) and is open to all eligible bidders as defined in the EIB Guide to Procurement (https://www.eib.org/attachments/strategies/guide_to_procurement_en.pdf). 4) The bidder shall furnish documentary evidence that it meets the following qualification requirements: financial situation: (i) The bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as MDL 2 m (or equivalent in EUR/USD) for each of the lot the bidder wishes to bid, net of the bidder’s other commitments. (ii) The bidder shall also demonstrate that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments. (iii) Bidder shall submit the audited balance sheets or, if not required by the laws of the bidder’s country, other financial statements acceptable to the employer, for the last 2 years (2019, 2018) shall be submitted and must demonstrate the current soundness of the bidder’s financial position and indicate its prospective long-term profitability. (iv) Bidder shall have minimum average annual construction turnover of MDL 10 m (or equivalent in EUR or USD) for each of the lot the bidder wishes to bid, calculated as total certified payments received for contracts in progress and/or completed within the last 2 years (2019, 2018). Experience: (i) Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor, starting 1 January 2018. (ii) For each of the lot the bidder wishes to bid: a minimum number of 3 similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1 January 2017 and bid submission deadline (either a) or b) should be met): (a) For bid submitted for one of the lots (1 or 2): 3 contracts (that include similar works included in the list of works quantities), each of minimum value MDL 6 m (or equivalent in EUR/USD); (b) For bid(s) submitted for both lots: 3 contracts (that include similar works included in the list of works quantities), each of minimum value MDL 10 m (or equivalent in EUR/USD); 5) Interested eligible bidders may request an electronic copy of the bidding documents from: UCIMPRSVV; Attn. PIU Procurement Officer; Email: office@winemoldova.md. The bidding documents are provided free of charge (in electronic format) and shall be sent via e-mail, upon written request (to the e-mail mentioned above). Firms originating from all countries of the world are eligible to submit bids under this RfB. 6) Bids must be delivered to the address below on or before 10 a.m., 9 July 2020. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at 10 a.m., 9 July 2020. 7) All bids must be accompanied by a bid security of (for each of the lots bidder wishes to submit a bid): Lot 1: MDL 100 000 (or equivalent in EUR or USD). Lot 2: MDL 100 000 (or equivalent in EUR or USD); bid security duration shall be minimum 28 days after the end of the bid validity period.
