Project name: Sakha (Yakutia) Energy Efficiency Project Country: Russia Business sector: Municipal and environmental infrastructure Project ID: 8314-IFT-43283 Funding source: EBRD Type of contract: Project goods, works and services Type of notice: Invitation for Tenders Issue date: 8 June 2016 Closing date: 28 July 2016 at 11:00 am, Yakutsk time This Invitation for Tenders follows the General Procurement Notice (8257-GPN-43283) for this project, which was published on April 25 2016 on the European Bank for Reconstruction and Development’s website www.ebrd.com State Unitary Enterprise for Housing and Communal Services of the Republic of Sakha (Yakutia) (Purchaser) has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Energy Efficiency Project in the Republic of Sakha (Yakutia). The Purchaser now invites sealed tenders from contractors for procurement of heat exchangers and related services to be financed from part of the proceeds of the loan from the Bank. Related services mean rendering services on commissioning of the supplied equipment and carrying out a training course for the Purchaser’s personnel on operating and handling the supplied equipment. The estimated completion time under the contract is 4 months. Tender proposal shall be submitted for all items and complete quantities. Tendering for contracts to be financed with the proceeds of a loan from the EBRD is open to firms from all countries. To be qualified for the award of a contract, Tenderers shall meet the following minimum qualification criteria: a) The Tenderer shall have an average annual turnover over the last 3 of years not less than RUB 27 million; b) The tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than equivalent to RUB 14 million; c) The tenderer shall have successful general and special experience as Supplier, in at least 2 (two) similar contracts within the last 5 years; d) Goods’ manufacturer must have a certificate of quality management system (ISO 9001, or its equivalent) for at least three years; e) In the case of a tenderer offering to supply goods under the Contract which the tenderer does not manufacture or otherwise produce, the tenderer has been duly authorised by the goods’ manufacturer or producer to supply the goods in the Purchaser’s country. Upon tenderer’s written request tender documents in PDF format (for text) and Excel format (for schedules and tables) may be sent to the e-mail specified in the request or tender documents may be obtained to the electronic device in PDF format (for text) and Excel format (for schedules and tables) at the Employer’s address below. All tenders must be accompanied by Tender Security in rubles or its equivalent in convertible currency in the amount of RUB 350,000. Tenders must be delivered to the office at the Purchaser’s address indicated below on or before 11:00 am (local time) 28 July, 2016, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
