RJ8 - NHS0719 Electronic vehicle scheduling system.

Cornwall Partnership NHS Foundation Trust wishes to procure a Pool Vehicle Online Electronic Scheduling System. The software is required to be scalable to meet current and future service developments or changes across the services provided by the Trust. Expressions of interest are invited from suppliers with the ability to support the needs of a multi-site mental health trust, with a current business mileage in excess of 5,000,000 Currently 1 000 000 of that is traveled in the Trusts fleets of 120 pool vehicles. All Trust staff require the ability via an online booking system that is available 24/7 to reserve a pool vehicle, right up to the time of requirement. There should vbe the facility for re-booking / extending current booking, as well as immediate confirmation (including email notification) of your reservation and rate, charge out rates, additional costs to be configurable from within the system. Trust require the ability from the system to analysis full car fleet management and utilisation to enable best use of resource and produce measurable cost savings, and reduce travel The system needs to implement flexible client service configurations to meet the unique needs of Trust business. Potential to interface with current Trust systems or develop to enable integration as an single travel solution. Current systems in scope for integration are electronic calendars, clinical information system scheduling for appointments etc. Live tracking is required in order to support Emergency or Out of Hours or lone worker services. The system must be capable of detailed reporting around utilisation, availability for retrospective enquires & challenge, mileage, hours, downtime. Management reporting to complement the capabilities of our accounting and reporting and other appropriate management systems. Potential to provide detailed analyses of travel activity to help cross reference utilisation or even Expenses Online and monitor travel expenditures. Future directly interfaced to the Trust's systems to produce timely reports on travel activity in standard or custom formats. Ability to ensure compliance with Trust current travel policy. Users are to be made aware of pertinent information regarding policies, procedures and specific regulations that the Trust wants applied to each travel request. All vehicle users to confirm understanding and adherence to Trust policies prior to booking being confirmed. Additional potential features include: A central online reservation system with the power to access scheduling information for clinical appointments across the Trust business, around the clock. The ability to find the lowest cost, most suitable travel solution for requirement (assuming differential charging policy between EV, diesel, petrol, type of vehicle) Available at the time your reservations are made, as well as the ability to suggest alternatives to your schedule that would result in a reduced costs. A cost, utilisation database that can keep us fully informed to make informed decisions on reassigning car locations, bases, reassignment following need. Direct access To Trust wider travel programme -for example, Corporate Car Club, Active Travel, Integrating with wider public sector (i.e. Council and other direction of travel) Automatic forwarding to other systems, interfaces. Summary: Requirement for a single solution to develop and cover 100 % of Trust business travel needs. With an emphasis on quality and value, address the needs of all staff accessing appropriate Trust fleet while providing maximum savings with each and every reservation to support business need, delivering the highest level of service and the greatest value. Success criteria is to manage, monitor significant carbon reduction and cost savings for our fleet . Ability and technology to scale up innovative solution to influence direct and in-direct benefits above and beyond the initial scope This tender is being conducted using electronic means using the internet.
