Project Name: Pakhra Substation Refurbishment Programme Country: Russian Federation Business Sector: Power and energy Project ID: 7951-GPN-41537 Funding sources: EBRD Contract type: Project Goods, Works and Services Notice type: General Procurement Notice Issue date: 16 July 2015 Closing date: 16 July 2016 This notice is an update to the General Procurement Notice published on the EBRD website in January 2011 and in July 2013. As per projects implementation commitment under the Framework Agreement (the “Framework Agreement”) between the European Bank for Reconstruction and Development (“EBRD” or the “Bank”) and JSC “Federal Grid Company of Unified Energy System” (“FGC” or the “Company”) signed in relation to the Bank's investment into FGC bonds in 2010, the Company plans to start the comprehensive modernisation and rehabilitation of the 500kV substation located in the Moscow region (the “Project”). The Project targets at an improvement in the regional network's performance and reliability through (i) an increased capacity of the substation; (ii) an improved electricity flow on the 500kV network; and (iii) a re-balanced 110/220kV regional network load. The Project was originally planned to be procured in 2011, however, due to substantial revision of the FGC programme and temporary reduction in capital expenditures, the implementation of the Project was postponed and, subsequently, the Company decided to change the initial design of the Project in order to improve technical solution and optimise the costs of the Project. The re-designed Project is expected to be ready for procurement in September 2015. The Project requires procurement of Supply and Installation of Equipment under one single responsibility contract. The scope of the contract will include installation of several HV transformers (up to 500MVA) and HV switchboards. Tendering for the supply and installation contract for the re-designed Project is expected to commence in September 2015. It is anticipated that procurement of the abovementioned contract will be carried out through two stage open tendering procedure in accordance with the EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EBRD financing will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Company's country.
