Project name: Yereymentau Wind Farm Project Country: Kazakhstan Business sector: Power and Energy Project ID: 7950-GPN-45618 Funding source: EBRD loan proceeds Type of contract: Project goods, works and services Type of notice: General Procurement Notice Issue date: 15 July 2015 Closing date: 15 July 2016 Samruk-Green Energy LLP intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) and Clean Technology Fund (“CTF”) for the financing of construction, commissioning and operation of an up to 50 MW wind power plant in the Yereymentau region. Being a large-scale wind energy project in Kazakhstan, the project has the potential of becoming an example of successful implementation of a project-financed renewable energy project in the country. The implementation of the project will have a significant demonstration effect to potential developers and private sponsors by testing the recent legislative and regulatory revisions, thereby proving that large wind power projects can be successfully implemented in the currently untested renewable energy market of Kazakhstan. Furthermore the project will result in a large volume of CO 2 emission reductions, by replacing electricity produced from low-efficiency obsolete coal-fired power stations. The expected emission reductions of about 100,000 t CO 2 /year will support the Government's efforts to move towards a green growth model for the Kazakh economy and will also provide a critical supply of carbon credits to enable the start of the carbon trading market currently being launched in Kazakhstan. The proposed project has a total estimated cost of up to Euro 94 million, and will require the procurement of the following goods, works and services for: • Consulting Services to support the Client Project Implementation Unit (PIU) – procurement completed. • Supply and Installation (turnkey type) of an up to 50 MW Wind Power Plant (including Operation & Maintenance, Warranty agreement). The Contract also includes the following provision: - Development and State expertise of the design-estimate documentation (In accordance with Kazakh rules, legislations and regulations) Tendering for the Supply and Installation Contract is expected to begin in the 4 th quarter of 2015. Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
