The UK Government announced in the recent NHS White Paper, Equity & Excellence: liberating the NHS (July 2010) new commissioning and funding arrangements for health care provision in the UK. This also included promoting a greater role for the patient and placing a statutory duty on all Local Authorities to establish a local HealthWatch which is required to be the consumer champion for health and adult social care. Local Authorities are directed that HealthWatch should grow out of the Local Involvement Networks (LINKs) arrangements currently in place. The Local Authority has a duty to commission an organisation/organisations to deliver the existing functions of LINk plus some new responsibilities around information and advice for citizens and specialist independent advocacy for NHS complaints. There are two lots under this tender. The first lot is for the core Local Healthwatch requirements. The second lot is for Independent NHS Complaints Advocacy, Sheffield. Providers may wish to bid for one or both of these lots.
