As part of the Talbot Gateway Masterplan and following a competitive tender process, Blackpool Borough Council has appointed Muse Developments as its development partner in respect of a project comprising amendments to existing and the provision of new highways, public realm and associated infrastructure works (including the provision of utility diversions and the provision of new utility services). The aim is to create a civic and cultural quarter set within a large mixed use, pedestrian friendly development and to re-establish Blackpool as the retail, business, civic and cultural centre for the Fylde Coast Sub Region. Accordingly, Blackpool Borough Council and Muse Developments have entered into a Development Agreement to reflect this agreement. Under the Development Agreement, Muse Developments has agreed to procure a building or civil engineering contractor to carry out the works under a licence from Blackpool Borough Council. The construction contract for the works (being the contract to which this Contract Notice relates) will be entered into by Muse Developments and the successful tenderer. The works to the highways, public realm and associated infrastructure form part of a larger regeneration project. The proposed works will comprise new and upgraded signalised road junctions with associated infrastructure, widening, narrowing and realignment of highways, street lighting, electricity, gas, water, drainage and telecommunications diversions and new utility installations together with all associated public realm works including surfacing, earthworks, land remediation, demolition, paving, lighting, landscaping, drainage and street furniture. The scope of the project may include earthworks operations across the whole site area in order to generate the optimum solution from an earthworks perspective. The form of Construction Contract is proposed as single stage Design & Build with novated consultants, based on the Muse Standard Form of Building Contract.
