Hampshire Partnership Framework for the Development, Delivery and Operation of Extra Care Housing

The Framework Agreement will be used by Hampshire County Council and its partner organisations listed in Annex A for the development, delivery and operation of Extra Care housing schemes. The County Council considers an Extra Care housing scheme to be a development of one and two bed apartments, for rent and/or for sale, grouped together with communal facilities, that through the provision of on site 24/7 care & support services offers a viable alternative to a residential care home for many vulnerable older people, enabling them to remain a part of and active within the wider community. The Framework Agreement will be used for Extra Care projects which comprise ‘new build'. A new build is defined as a setting which is newly built on a site identified by a provider on the Framework Agreement, or land or a site made available (which may include a sale of land) by a third party (or possibly Hampshire County Council) for the specific purpose of providing Extra Care. This may also include the demolition of buildings on a site, solely for the purpose of an Extra Care ‘new build'. The scope includes, but is not limited to: — the identification, acquisition of the freehold or a lease of a site for development, — subsequent design and build of facilities, — grounds and building maintenance of those facilities, — acting as a social landlord for the residents, — where specified, the provision of care and support to the residents under a domiciliary care arrangement for a period of up to 3 years, after which the care element will be retendered. Individual opportunities may include sites owned by Hampshire County Council being sold or leased to framework operators in order to deliver an Extra Care service, however, this is not envisaged as the typical situation. It is envisaged that the framework operator will fund the acquisition and development of sites that the Extra Care service will be delivered from, with Hampshire County Council making a contribution to overall costs. Therefore, the value of the overall framework has been set to a maximum of GBP 70 000 000, and this will be used to both make contributions to the developer and landlord and where applicable to pay for the resulting extra care service. Individual projects will be ‘called off' under the Framework via a mini competition process. The intention is that each call off under the Framework will be for the construction of the facilities, their management, maintenance and duties of a social landlord, and where specified, the subsequent delivering of care services. They will not be sub-divided into lots. Based on our current understanding, at this stage it is anticipated that the Framework will potentially be used to deliver in the region of 8–12 extra care schemes across Hampshire.
