Soil Moisture Observing Stations

The Centre for Ecology and Hydrology, CEH, a component research centre of the Natural Environment Research Council, are deploying a new UK network of soil moisture monitoring stations, based principally on new technology, the Cosmic Ray Soil Moisture Probe, which makes large area measurements of near surface soil moisture. A first stage deployment of several tens of monitoring stations will begin in autumn 2013, and these stations will include co located research quality weather stations and telemetry of data. Extension of the Network across the UK is anticipated and CEH are seeking to create a Framework Contract with suppliers of instrumentation and/or technical service providers for up to four years. The aim is to build, install, commission and maintain the monitoring network, ensuring that high quality data is transmitted to CEH in real time. Separate options for equipment procurement, Lot A System build and integration, Lot B1 and, a 2 year maintenance contract Lot B2 are open to tender. Successful bids will enter into Framework Contract and be invited to participate in Mini Tender Competitions to supply quotes. LOT A: Expressions of interest are sought from providers and installers of hydro-meteorlogical monitoring systems. LOT B: Expressions of interest are sought from installers of hydro meteorlogical monitoring systems for system build and integration Lot B1. This is defined as: the integration of specified sensors, data logging and telemetry system into a robust and secure long term field system operating from solar power to test the complete soil moisture monitoring stations to install and commission stations across the UK at sites specified by CEH, to configure and commission an appropriate data server at CEH. A separate option Lot B2 is to provide field maintenance of the systems when installed for a 2 year period. Sensor specification will include. but is not limited to, the Cosmic Ray Soil Moisture Probe, high specification meteorological sensors, time domain transmissometry or time domain reflectometry point soil moisture sensors, soil temperature probes and soil heat flux plates. A full technical specification including conditions of the Framework Contract and a description of the award process are available on receipt of suitable expressions of interest.
