Parking Enforcement Services.

The contract covers on-site services, being primarily for enforcement, including moving contraventions; to this may be added cash collection, and related aspects such as sign maintenance and control of parking suspensions. The service to be provided covers a number of aspects of the management of the traffic regulation orders created by the Council. The aspects not included are the cashless parking, which is the subject of a separate contract, the enforcement and permit related back-office aspects which the Council retains in-house, the maintenance of the car parks, the IT services behind the whole operation, and the cash collection from the paid for parking equipment. However, it is the wish of the Council that tenderers should submit prices for such services, on the basis that the Council may initially or during the term of this contract, wish to have these services provided under contract by the tenderer in addition to those elements which are definitely part of the initial contract content. The contract will function with a comprehensive Schedules of Rates, which will define primarily, labour supply and rates on a monthly call-off basis. This is considered to offer the least controversial form of contract, with the maximum flexibility to change the scale of the contract over time. The Schedule of Rates will not include any payments for the issue of each PCN. Primarily, the Contractor will be required to provide a level of deployed staff, as specified from time to time by the Council, for each aspect of the service. The risks associated with non-attendance, sickness etc. will therefore be borne by the contractor. The contract will be for a fixed term of 5 years, with two possible extensions for up to 12 months each. The contractor will provide all capital items, which they require for the provision of the relevant aspect of the service. On contract termination, all agreed capital items will transfer to the ownership of the Council. There will be a system written into the contract to attribute estimated values of benefits and losses to the Council, which result from the contractor exceeding required performance or failing to perform. This will be based on KPIs that are specified in the contract. There will be a system of penalty defaults for significant contract failures which may result in termination. Once a tender is issued, the Council will not agree to any changes or negotiations on the terms and conditions relating to the contract. All contractor's costs must be included within the rates supplied at tender stage.
