The overall goal of the project is: ‘Municipalities, assigned with appropriate competences and finances, have improved their democratic governance and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors’. The project will engage directly with at least 20 municipalities in improvement of the municipal governance system, offering capacity development, municipal budget support for capital investments, improvement of economic framework conditions and promotion of citizens' participation and cooperation across division lines. The project will contribute to regulatory changes, in close cooperation with municipal associations and the Aquasan network of professionals in the water and environmental sanitation sector and possible other networks. Equal benefits and access to resources and equal participation in decision making for men and women will be promoted. The mandatory is to ensure (i) detailed preparation, incl. elaboration of the project document (ii) effective facilitation and (iii) management of funds of the project. The subject of this tender concerns the preparation of the given project as well as implementation of its first phase.
