Being a large-scale wind energy project in Kazakhstan, the project has the potential of becoming an example of successful implementation of a project-financed renewable energy project in the country. This notice concerns consulting services for the Project Implementation Unit (PIU) intended for the Yereymentau Wind Farm Project. The main objective of the Consultant is to provide organisational and technical assistance including design services to Samruk Green Energy LLP to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all Bank requirements stipulated in the Loan Agreements. The assumed project components are as follows: 1. Consulting Services to support the Client' Project Implementation Unit (PIU) (this notice) 2. Supply and Installation (turnkey type) of 50 MW Wind Power Plant (including Operation & Maintenance) All procurements financed by the EBRD loan proceeds will be undertaken in full compliance with EBRD's Procurement Policies and Rules. The Project will be implemented by the Project Implementation Unit established by Samruk Green Energy LLP (the Company). The PIU will be staffed by experts from the Company covering procurement, design, technical expertise within wind farm engineering, supervision, monitoring, reporting, evaluation etc. The PIU will be supported by a professional consultant whose members will also form part of the PIU. The Consultant will assist PIU with services divided into two phases: Phase 1 will consist of preparation of complete tender documents and providing assistance to the PIU in the procurement process for selection of Contractors. The consultant shall also focus on preparing basic (preliminary) design and technical specifications for the main project components, and to ensure that all specifications, design and procurement related documents are prepared objectively in order to conduct open tender in accordance with EBRD's Procurement Policies and Rules (PP&R) as well as the legislation of the Republic of Kazakhstan. Phase 2 will include assistance for supervision and monitoring of contracts under the project. The following detailed tasks are foreseen: (a) Preparation, review, evaluation of Project documentation, which includes the preparation of a complete set of tender documents; (b) Support during tender process, which includes tender evaluation and contract finalisation proceedings; (c) Technical development to include development of technical specification for Design, Supply and Construction, environmental impact assessment, planned infrastructure of Wind Power Plant, testing of network, identify potential suppliers that may be interested to participate in open tender procedure; (d) As a part of the technical specifications develop main conditions of guarantee, the order of testing turbines, evaluation requirements, operation and maintenance procedure etc.; (e) Construction, testing and commissioning to include supervision and monitoring during the construction of WPP Contract, advise in the testing procedures, follow-up the Contract as per Conditions of Contract. Status of Selection Process: Interested firms are hereby invited to submit expressions of interest. Assignment expected start date and duration: assignment is expected to take place from beginning of 2015 until end of 2018. Maximum Budget available for the Assignment: EUR 3.0 Million (exclusive of VAT) The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to Notification of Assignment. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense. Kindly note that it is mandatory for the Consultant to have permanent establishment in the Republic of Kazakhstan in accordance with the characteristics of international taxation, according to the Code of the RK "On taxes and other obligations to the budget (Tax Code)", the permanent establishment which with would be signed the agreement for provision of consulting services and works. Funding Source: EBRD loan proceeds Eligibility Restrictions: There are no eligibility restrictions. Consultant Profile: A professional firm of consultants, fully independent and not linked to any manufacturer supplier will be engaged for this assignment and is expected to procure the services of a multidisciplinary team of both international and local experts as appropriate. The Consultant is expected to have relevant expertise and experience in the design, procurement and implementation of Wind Farm projects. In addition, relevant experience in the EBRD's countries of operation would be an advantage. It is recommended to the extent possible to engage Russian speaking specialists as it will simplify the implementation of the services of the Consultant. Day to day communications with the client are likely to be mostly in Russian so adequate engagement of Russian speaking specialists by the Consultant is expected. The following is the minimum expertise (key experts) and experience required for this assignment: • Consultant Team Leader with at least 10 years of general professional experience and relevant project experience in planning and implementation of Wind Energy Projects. In addition, the Team Leader should have appropriate project management experience; • Wind Energy Project Engineer with at least 10 years of experience in the development and implementation of the Wind Energy Projects; • Design Experts (two nos.) with at least 10 years of experience in design services (basic design and technical specifications) of Wind Energy Projects; • Procurement Consultant with at least 10 years of experience in procurement. Experience in procurement of power sector projects as well as experience of procurement based on IFI rules would be beneficial; • Site Supervision Coordinator: with at least 5 years' experience in site supervision and commissioning of Wind Energy Projects; • Short term experts with relevant experience in wind energy, civil engineering, environmental and social issues and other possible required areas of expertise; • Local Experts (as preferred by Consultant) with experience in planning, design and construction of Wind Power Plants, Design Engineers, Procurement/Contracting, Environmental/Social and other relevant fields as needed for a successful project implementation; • Secretarial/Support: the consultant will be required to hire local support staff as required for project implementation in order to provide secretarial, interpretation, translation, and transport services. No CV needs to be provided for these positions. Submission Requirements: Interested consultants are hereby invited to submit expressions of interest. In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following: • Company profile, proposed project organisation and staffing; • Details of experience or similar assignments undertaken in the previous five years, including their locations, overall budget, and proportion undertaken by the consultant both in terms of staff input and budget; • CVs (limited to 3 pages per CV) of staff who could be available to work on the assignment. The above information should not exceed 25 pages excluding CVs. One original and two numbered hard copies together with electronic copy on CD-Rom of the above information in English with a translation copy in Russian should be submitted to the Client in an envelope marked "Expression of Interest for Yereymentau Wind Farm Project – PIU Consultancy Services", to reach the Client not later than the above closing date.
