The exact scope of this has not yet been confirmed; however the scope is likely to include but not limited to the following Lots — Lot 1 — Healthy Lifestyle HUB — Lot 2 — Stop Smoking Service Devon County Council are currently in the Pre Procurement Stage. In order to ensure Devon is at the forefront of the creation of new innovative healthy lifestyle service, Devon County Council is holding a Market Engagement Event on Wednesday 26.8.2015 (12:30 to 15:30) Exeter. The Market Engagement Event will provide an opportunity to bring together potential providers, policy leads, commissioners, subject experts and most importantly the insights gained from the recent programme of engagement with current and potential service users to explore what a new healthy lifestyle service should look like in Devon. AIM: The aim of the event is to for Devon County Council to provide feedback on the key insights we received from the Discovery Day of the 22 nd June, and the insights we received from the focus group and survey work undertaken in June and July of this year. The overall aim of the event is to collectively agree a clear brief for the new service. The outcome of event will help inform and shape the final service specification, which will be tendered later in the year. Potential Providers who attend will: — Hear directly from Devon County Council commissioning and policy lead. — Hear about the insights gained from the multiple engagement activities and how this has helped shape the brief — Meet up with other potential providers from different domains (who you may or may not wish to network) — Have direct input into the development of the service outcome framework — Have input in the development of possible client journeys — Directly influence the service specification. Yderligere supplerende oplysninger Many different things influence our behaviours and changing our lifestyle is not a simple or straightforward process. In Devon every year around 1 500 people died prematurely through preventable diseases such as heart disease, diabetes, certain cancers and respiratory conditions. In Devon there is now an amazing opportunity to create a new innovative healthy lifestyle service for its residents. A service capable of empowering, enabling and motivating our residents. Residents who want to take responsibility for their own health and wellbeing, and change their behaviour. Devon County Council, like many other councils throughout the country, is facing a big challenge to meet the rising demand and cost of health and social care. National reports and policies recognise the importance of good health and wellbeing in reducing levels of chronic disease and premature death and place a priority in investing in prevention. Good progress has been made over recent years to reduce chronic diseases and premature death. However, there is always more to be done. We know that the burden of ill-health and premature death is not distributed equally with people from more deprived backgrounds developing long term conditions about 10 years earlier than those from wealthier backgrounds. Tackling health inequalities through targeted prevention, intervening early when risks are identified and taking action on first diagnosis is critical. A number of different factors contribute to people's risk of ill-health and premature death, such as genetics, access to health services and importantly their social circumstances. However we know that four key behaviours; smoking, excess alcohol, physical inactivity and poor diet are the biggest preventable risk factors. The evidence is clear; positive changes to behavioural risk factors during adult life will reduce an individual's risk of ill-health, including dementia, disability and frailty in later life, as well as their risk of premature death. Mental health and emotional wellbeing should not be overlooked as these are also important contributing factors to peoples overall health and wellbeing. As part of the local authority, Public Health Devon has a duty to ensure programmes are in place to improve the health and wellbeing of its residents. We are committed to investing in prevention programmes and there is now a unique opportunity to take a fresh look at how and what prevention services are offered to our residents. Many people in Devon are happy with their lifestyle and don't want to change their behaviour. However for some people, modifying or changing their behaviour is a real goal for them and they are motivated to do something about it. Around 60 % of current smokers want to stop smoking, and a significant number of adults who are overweight or obese want to lose weight. In Devon, current estimates show: — 111 400 adults smoke — 137 000 adults are obese (rising to 384 300 if you include overweight adults) — 247 900 adults are physically inactive — 108 400 adults are at increased risk of harm from alcohol Preventative Services Public Health Devon currently commissions a healthy lifestyle service aimed at supporting Devon residents who want to change their behaviour. The programmes include: — Stop Smoking Service (In 2013/14 5 323 individuals were supported and 2 858 quit smoking) — Adults' Weight Management Service (In 2014/15 received 1823 referrals) — Health Trainer Service (In 2014/15 worked with 401 individuals) NHS Health Checks Programme In Devon, around 25 000 adults (40-74 years) receive a free health check every year. The check aims to identify people's risk of cardio- vascular disease and people are offered advice and guidance on reducing their risk. The health check programme is a major gateway to healthy lifestyle services in Devon. Every Contact Counts In Devon there are thousands of contacts every single day between the public and health professionals, pharmacists, community groups, families and friends. Each contact provides the opportunity for brief intervention (advice or information that could potentially influence the individual's lifestyle choice), and the offer of support. These daily contacts provide another opportunity as a gateway into health improvement services and a range of resources available. A lifestyle service for the future Our current Healthy Lifestyle Service contract ceases on the 31.3.2016, providing us with the perfect opportunity to look at the future delivery of healthy lifestyle services in Devon. A person's motivation to change is extremely important; but so is their capacity and opportunity to change. Some people who want to change can do so with no support. However, the evidence is clear that people who are motivated to change, who receive the right level of advice, information and support from the right person significantly increases their chances of changing and sustaining a behavioural change. This support can come from family and friends but often it's professional support that people seek. Health improvement programmes are often set up to address a single issue — such as supporting a person to stop smoking or to reduce their weight — and the person is usually referred to the service by a health professional. For some people this method of referral is an important route into a health improvement services, but there are many others who do not visit health professionals but who want professional support and guidance to help them change their behaviour. And because people are characterised by a range of circumstances, challenges and behaviours, it is important that a solution is based around the needs of individuals rather than their having to access separate services for a range of needs, or not tackling the root cause of their behaviour. We need to provide the right people with the right information, advice and support, in the right format and style for them. It has to be flexible and dynamic to respond to people's different needs and emerging technology. Crucially it needs the ability to deliver a targeted, potentially more intensive offer to those in greatest need to reduce health inequality across the county. The Contract Devon will be tendering for a 3 year + 1 year + year contract for the Healthy Lifestyle Service. The anticipated total contract value over the 5 years is approximately 5 500 000 GBP.
