Supply & Delivery of Valves & Hydrants.

The Framework Agreement will cover the supply, delivery, off-loading, installation guidelines, testing, technical support and disposal requirements of Valves & Hydrants for water, wastewater, water networks and wastewater networks. Collaboration with the Company's Partners and other nominated parties Successful suppliers will be required to act in collaboration with United Utilities Partners and other nominated parties to deliver Valves & Hydrants as part of the overall supply chain. The framework will cover all Valves & Hydrants procured by a variety of entities carrying out works for United Utilities. These entities will include but may not be limited to: — CDP (Construction Delivery Partners), — NMA (Network Maintenance Alliance), — CTS (Competitive Tender Services), — AMS (Asset Maintenance Support), — Wholesale (including Water, Wastewater and Networks), — Other Kit Framework Suppliers. Delivery Requirements (Logistics & Interfaces) Successful suppliers will be required to deliver to all sites/locations as and when required by the above Partners and other nominated parties and shall detail any exceptions to this requirement within the Pre-Qualification question regarding delivery. Although not yet confirmed, it is likely that as part of the AMP6 delivery strategy, there will no longer be a logistics provider/central stores to where products will be delivered. Suppliers are therefore, required to specify their means of distribution and site delivery within their response. Including but not limited to, distributors, part deliveries, delivery times, site access requirements, off-loading etc. Performance and Standards Successful suppliers will also be required to demonstrate their ability to deliver, efficient, innovative and commercially advantageous products & services to timescales that do not impact on the project critical path. As part of their submission, suppliers should therefore, provide details of their out of hours and emergency processes available to ensure delivery times are met, along with product improvement processes in place. Specifications Specifications will be to both UU and latest Industry standards. Please be aware that UU Standards are currently being reviewed to allow for improved competition whilst maintaining quality requirements and these will be detailed within the ITT. Whilst UU has not adopted WIMES 8.09 this will be reviewed with the intention of adopting it in the near future (possibly with minor amendments). However, for Pre-Qualification purposes successful suppliers should be able to demonstrate that their products fully comply with the following requirements as specified UU's Standard S03 as detailed below: United Utilities Standard Specification SO3 i8 Specification — Clause 2.14 - Valves General (including isolation & control), — Clause 2.15 - Swing Check Non-Return Valves (see also 4.2.5 ‘Equipment Selection & Design'), — Clause 2.16 - Non-Slam Type Non-Return Valves, — Clause 2.17 - Butterfly Valves (critical service), — Clause 2.18 - Butterfly Valves (non-critical service), — Clause 2.20 - Wedge Gate Valves, — Clause 2.22 - Knife Gate Valves, — Clause 2.23 - Fire Hydrants, — Clause 2.25 - Air Valves (Wastewater Mains), — Clause 2.26 - Air Valves (Water Mains), — Clause 2.41 - Corrosion Protection of Metalwork. Full details of requirements can be found at Appendix 1 – SO3 – Valves & Hydrants (relevant clauses) along with the Pre-Qualification Questionnaire within the United Utilities Data Room. (See Section VI: Complementary Information) Design for Manufacture and Assembly The geographical footprint to be covered will be in the North West Region, however it may be a requirement of the successful supplier to deliver outside of this area in instances where DFMA (Design for Manufacture and Assembly) requires them to do so. Where this requirement falls outside of mainland UK, alternative pricing may be discussed Product range of and Proposed Award The Company are seeking to award a contract to more than one entity (as detailed within this OJEU notice), that can provide the Valves & Hydrants requirements. It is anticipated that Frameworks will be awarded in accordance with the packages and/or size ranges included but not limited to the following: — Hydrants, — Thru bore Hydrants, — Resilient Seated Gate Valves, — Metal Seated Gate Valves, — Butterfly Valves, — Non Return Valves, — Knife Gate Valves, — Air Valves. Partial tender bids will be considered in connection with this project. Applicants may also wish to consider the formation of a Consortium or Joint Venture (JV) and in this case a condition of the Pre-Qualification process is that all members shall have Joint and Several Liability. However the Company reserves the right to award to a single entity should it so desire following conclusion of the tender assessment stage. It is confirmed that variant bids will be permitted by the tendering documentation, provided the core requirements are met in the compliant bid. 2.3 Contractual Periods The contract shall commence on 1st Mar 2015 or earlier and where possible, existing contracts have been extended/naturally expire concurrently. It is anticipated that the contract shall be awarded for a 6 year period with a facility to extend the agreement by up to a further 6 years. The Company shall retain the options to extend this agreement in stages up to a maximum of 6 years or grant one extension for 6 years or any multiples of the defined period. 2.4 Preferred Form of Contract The preferred form of contract will be the new draft of the Kit Framework Terms and Conditions of Contract, which are aligned to the NEC3 form of contract and provide a flow down of terms to the subsequent users of the resulting agreements i.e. Construction Delivery Partners or Competitive Tenderers The resulting contract terms will be schedule of rates, which takes into account all requirements on a Whole Life Cost basis.
