Public Company “Autoputevi Republike Srpske” Banja Luka has applied for a loan (The Loan) from the European Investment Bank (The Bank) for a project comprising the construction of the Banja Luka-Doboj Motorway (Banja Luka-Prnjavor section), to provide a connection to already completed Banja Luka-Gradiska Motorway and to the planned Motorway on Corridor Vc. Another section of the Banja Luka-Doboj Motorway (Prnjavor-Doboj section) is under construction, financed by the loan from the European Bank for Reconstruction and Development. The Bank’s project approval procedure is in its final stage. Public Company “Autoputevi Republike Srpske” (The Implementing Agency) will be responsible for implementation of the Project. The Implementing Agency intends engaging consultants to assist with monitoring the contract implementation, administration and supervision (Design and Construction of a 2x2, 72 km toll motorway from Banja Luka to Doboj in Republika Srpska, Bosnia & Herzegovina). The Construction works also includes various buildings, as well as maintenance, toll, and service areas. Separate contracts, according to FIDIC Yellow book, are to be signed for design and construction of two sections. Accordingly, separate contracts are to be signed for work supervision of two sections. The overall objective of the Assignment is to facilitate the timely and effective implementation of the Project. The management consultant services in project implementation shall include, but not be limited to the following: - provide the needed technical assistance, timely recommendations and reporting to the PC “RS Motorways”, especially Project Implementation Team, undertaking the management of the Project in its sections; - supervise and monitor the implementation of all Project related contracts, including Finance Contract; - liaise with the promoter counterparts, consultants, contractors and IFIs; - prepare all reporting documents needed by the JP Autoputevi RS and the Bank; - prepare Project implementation reports to all stakeholders. The assignment is expected to start in November 2013 and last about three years (period for design and construction) plus two years (period of Defect Notification Period). It is anticipated that the Consultant’s team shall include the following key expertise: - Only one long term expert is envisaged to carry out this assignment throughout the life of the Contract - The short term expert pool, which will be drawn upon during the life of the Contract, will consist of experienced professionals in areas such as claims and contract management, environment, design, etc. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country. The contract will be financed from the proceeds of the loan and consulting firms from any country are eligible for shortlisting and selection. All interested firms are invited to express their interest to participate in the provision of these services. A short list of qualified firms will be formally invited to submit proposals following this invitation. In order to determine the capability and experience of consulting firms seeking to be short listed, the information submitted shall include the following: • Letter of Application; • Company profile: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project, e-mail of contact person, number of permanent staff and part-timers, fields of expertise; • Applicant’s average annual turnover for the previous 3 (three) years and certified copy of available audited Financial statement for last 3 (three) years; • Details of similar experience and description of related assignments undertaken in the previous 10 (ten) years (preferable experience in monitoring/supervision of contracts implemented in accordance with the FIDIC Yellow Book), including the contracts value and location, number of staff involved in the contract, name of the Client, name of partners for contract execution, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract. Any available reference letters from Employers of completed contracts should also be submitted. • CVs (max. two pages each ) of key staff who could be available to work on the assignment, clearly showing that their experience covers the main works activities above; • Form of association (sub-contractor / joint venture) for the execution of the contract, if the case may be, and the lead company. The same information as for the lead company shall be requested for the associated company/companies; • A list of on-going contracts including the start date, the end date and the personnel involved. The criteria to be used in the evaluation of Expressions of Interest are, in decreasing order of importance: (i) capabilities with respect to personnel (CVs of staff who could be available to work on the assignment), (ii) experience and past performance on similar assignments in the previous five years, including their locations and (iii) firm profile, organization, staffing and general experience. The following selection criteria will be applied to candidates. In case of applications submitted by a JV or Consortium, these selection criteria will be applied to the JV/Consortium as a whole: a. the average annual revenue of the applicant for the past 3 (three) years must exceed 3.000.000 EURO; b. the applicant has completed (i.e. provisional acceptance or defects liability certificate issued) in the past 10 (ten) years, at least three major similar projects in road works as supervisor/FIDIC Engineer with consultancy services value of 2.500.000 EURO or more per project; c. in case of JV or Consortium, the Leading Company shall meet not less than 60% and other partners shall meet not less than 25% of the qualifying financial criteria (a) and (b) given above; d. The available audited financial statement for the past 3 (three) years must demonstrate the soundness of the applicant’s financial position, showing long-term profitability.
