Parking enforcement services. ESPO, acting principally on behalf of Leicestershire County Council and others is seeking expressions of interest from suitably qualified experienced organisations for the provision of an on-street and off-street parking enforcement and management service under civil enforcement powers. This will allow for the provision of a new civil parking enforcement scheme for all or part of the Administrative County of Leicestershire which currently covers 7 district and borough areas. Both the on-street and off-street services are currently under review but on-street will include all county roads that have parking and/or loading restrictions. The enforcement contract is currently planned to commence on 3.7.2012 and will have a 3 year term with the option to extend by up 12 months. Please note that award of the contract will be on the framework basis, making the service available for use by the wider public sector (see Section VI.3). Whilst principally for use by Leicestershire County Council it may also be available for use by local authorities within the East Midlands, West Midlands and East of England. Access to the framework will be predominantly (but not exclusively) by direct call-off without a need for further competition. Eligible authorities may access the framework for either (or both) on-street or off-street parking enforcement.
