The Council's change programme will transform North East Lincolnshire Council (NELC) into being a more commissioning, enabling and facilitating organisation, focused on creating the right conditions for individuals, communities and businesses to prosper. Further information with regard to North East Lincolnshire is available at www.nelincs.gov.uk NELC wishes to consider alternative delivery models for the services/functions stated below, to enable informed decision making on how best to re-provide these services in future at a lower cost and to maximise commercial opportunities, generating additional income. NELC has not ruled any options out. Any alternative delivery model must directly support NELC's priorities of Stronger Economy and Stronger Communities. NELC is undertaking some preliminary market consultation to see what alternative delivery models could be considered to deliver neighbourhood operations. Statutory functions and statutory obligations need to continue to be delivered to the relevant standard. This is not a call for competition. The services/functions outlined below under each of the councils outcomes are currently retained by the council (in-house): 1. Cleaner and Greener Place Functions: — Grounds maintenance and parks. — Street cleaning. — Litter & dog fouling enforcement. — Untidy gardens/land. — Stray dogs. — Waste collection (not disposal). 2. Support Function: — Fleet and Garage Services. 3. Safer Place Functions: — Crime & ASB (not in scope at present). — Statutory Nuisance (Damp/Noise) Neighbourhood Nuisance. — Trading standards. — Licensing. — Environmental Health. Interested organisations are invited to participate in a preliminary market consultation and complete a questionnaire, all documentation can be downloaded via www.yortender.co.uk using the reference 9YVA-KFMNYO. Organisations are invited to attend a provider meeting on 1 or 2 September 2015. Non attendance at an provider meeting does not preclude interested parties from completing and submitting responses to the questionnaire. At this stage, we are formulating our options and are inviting the market to provide the council with information to help determine future options for delivery.
