Small Irrigation Programme, Phase I.

1. Improved Irrigation Infrastructure The Small Irrigation Programme (SIP) will develop or improve approximately 15 000 ha in about 1 800 small-scale irrigation systems in 9 districts in Nepal through a community-driven process targeted to the poor, women, and other disadvantaged groups. Small irrigation systems are defined as systems having less than 25 hectares of irrigation area in the hills and mountains and less than 200 hectares in the plains (Terai). The project will respond to requests of irrigation user committees to improve or provide new small-scale irrigation infrastructure. These may include (i) the construction rehabilitation and extension of existing farmer-managed or new surface water irrigation systems, (ii) pond/tank systems with reticulated pipe conveyance and distribution systems, (iii) limited pumped (or ‘lift’) irrigation systems , and (iv) non-conventional irrigation systems. 2. Water User Associations (WUAs) irrigation system management The programme will empower the users committees or WUAs to manage the rehabilitation of the infrastructure, operate and maintain their systems without government support, and distribute the water equitably and adequately throughout the command area. WUA executive committees will be reconstituted, as necessary, to ensure equal representation of the head, middle, and tail of the canal system in gravity irrigation systems and to empower women and other disadvantaged farmers to lead in system management. 3. Government Capacity Building The DDCs will acquire new and upgraded skills in small-scale irrigation design and project implementation, and DDCs and community-level leaders will learn how to effectively plan and manage project selection and implementation in a transparent manner targeted to the poor, women, and disadvantaged. Development of an internet based management information system that will provide information about the programme operations in central or centrally-coordinated system shall be introduced. Introduction of GPS/GIS based walk through survey and system layout mapping methodology with the creation of a GIS data base of the infrastructure and related works is also included in the project. Collaborations with institutions such as International Centre for Integrated Mountain Development (ICIMOD) shall be explored for knowledge management. 4. Improved agricultural practices and promotion of markets through a road corridor approach In collaboration with other SDC funded projects, SIP will promote linking irrigation to agriculture extension services, input and output marketing and related services utilizing SDC's road corridor approach so that the farmers will get direct benefits through an open access to economic opportunities. Through the extension services farmers along the road corridor will be encouraged to produce according to the market demands (cash crops and vegetables) while the farmers away from the road corridors will be encouraged to produce more of non-perishable items such as seeds, cereals and vegetable for own consumption that adds nutritional value for the family. Improved agricultural practices will be promoted through a full integration of the programme activities with the agriculture support activities implemented under the Nepal Agricultural Services Development Programme (NASDP) and Nepal Agriculture Market Development Programme (NAMDP).
