Passenger transport taxi, minibus and large vehicle framework agreement.

A framework agreement for the transport around the county of Essex of entitled passengers including Entitled Mainstream School students, Looked After Children, passengers with special educational needs, Older People, people with Learning Disabilities and people with Physical and Sensory Impairments. The Framework will be tendered separately across 4 areas, one per geographical area (quadrants). When registering your interest as per I.1, you must state which area(s) you wish to be invited to. NORTH covers Clacton, Colchester, Harwich, Walton and Manningtree; MID covers Maldon, Chelmsford, Braintree, Halstead and Sudbury (on Essex borders); South covers Basildon, Rayleigh, Canvey, Brentwood, Billericay, Rochford and Wakering; and. West covers Great Dunmow, Saffron Walden, Harlow, Epping, Bishops Stortford, Stansted, Loughton, Chigwell and Ongar. The Lots within each area will include pricing by sub-area for different vehicle sizes and types including wheelchair accessibility, different journey distances and pricing for passenger assistants, if required and other pricing. The number of Lots per area is expected to be: North = 30 Lots (5 sub-areas x 6 vehicle size bands), Mid = 30 Lots (5x6), South = 42 Lots (7x6) and West = 54 Lots (9x6 - as this is the highest figure, this has been used for II.1.8 and Annex B). Maximum number of operators envisaged across all areas is 156 (30+30+42+54) but, if appropriate, we may increase these numbers where the lowest priced offer does not include wheelchair-accessible vehicles to ensure that such accessibility is included within the framework in as many lots as possible. The initial duration of the Framework Agreement shall be from Oct 2012 to Aug 2014 with the option to extend on a yearly basis until 31 Aug 2016.
