This is a Prior Information Notice (PIN) and not a call for competition. The Health Service Executive (HSE) intends to invite submissions from Organisations / companies with expertise and capability relating to the delivery and provision of Residential Care Service for Older People, operating to HSE requirements and to meet HIQA regulated residential care standards. This would require the provision of 150 to 200 beds, in one (1) location on the North Side of Dublin City to provide a mix of long stay and short stay beds for residents with high-end and complex care needs. The Short stay beds will support a combination of services including:- sub-acute, Transitional Care, Respite etc. The requirement will be to have a minimum of 150 beds to commence opening on a phased basis from October 2015 providing services to residents with specific dependency levels and service requirements, across the Dublin North City geographic area. Bidders will be invited to offer a suitable facility which will be compliant with HIQA environmental standards and to provide the residential care services as outlined above. The contract for providing services at any centre will be separate to the provision of the centre. The Contract for services will operate under licence from the HSE. This process is a statement of potential contracts during the next 12 months but is not a commitment to purchase. The Health Service Executive does not require a response to this Prior Information Notice. The Health Service Executive will publish a separate Competition Notice (NON OJEU) for this service in the near future. The required services are Annex IIB services, and accordingly, only Articles 23 and 35 (4) of the Consolidated Public Procurement Directive 2004/18/EC for the Award of public service contracts, as amended, apply to the award of any contract(s) that arise from this process.
