The purpose of the contract is to review the way that Barnsley Metropolitan Borough Council's (BMBC) Building Schools for The Future (BSF) programme is currently financed and formulate refinancing options with the intention of generating the Authority revenue savings. The financing of the existing arrangement is complex and involves various funding mechanisms including external lenders. The financing costs of external lenders are ultimately picked up by the Council via a Project Company. The review will specifically seek to determine whether the Authority can fund the Project Company's existing debt to allow it to repay its current lenders and access cheaper alternative financing costs. The existing terms are highly complex. The contract value is estimated to be between 500 000 GBP and 750 000 GBP.
