Finance Contract No (FI No 83.887 (MD)) Serapis No 2014-0041 RFB Reference No Work_Tum_2019 1) The Republic of Moldova has received financing from the European Investment Bank toward the cost of the Fruit Garden Project (in amount of 120mln EUR), and intends to apply part of the proceeds toward payments under the contract for provision of Works on Thermal Rehabilitation and Windows Changing for building nr.5 of the Technical University of Moldova, procured within the Investments in Infrastructure component of the ‘Fruit Garden of Moldova’ Project; 2) The implementing agency/Purchaser - Consolidated Unit for Implementing and Monitoring the Wine Sector Restructuring Program (UCIMPRSVV) , Chisinau , REPUBLIC OF MOLDOVA now invites sealed Bids from eligible bidders for provision of Works on Thermal Rehabilitation and Windows Changing for building nr.5 of the Technical University of Moldova, located in Moldova, Chisinau. Contract implementation period is up to 8 months from contract award date. The bidder must bid for 100 % of requested quantities; 3) Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) and is open to all eligible Bidders as defined in the EIB Guide to Procurement (https://www.eib.org/attachments/strategies/guide_to_procurement_en.pdf); 4) The bidder shall furnish documentary evidence that it meets the following qualification requirements: Financial situation: (i) the bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as 2 mln MDL (or equivalent in EUR/USD) for the subject contract net of the bidder’s other commitments; (ii) the bidders shall also demonstrate that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments; (iii) bidder shall submit the audited balance sheets or, if not required by the laws of the bidder’s country, other financial statements acceptable to the employer, for the last 2 years (2017, 2018) shall be submitted and must demonstrate the current soundness of the bidder’s financial position and indicate its prospective long-term profitability; (iv) bidder shall have minimum average annual construction turnover of 20 mln. MDL (or equivalent in EUR or USD), calculated as total certified payments received for contracts in progress and/or completed within the last 2 years (2017, 2018). Experience: (i) experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last 2 years, starting 1.1.2017; (ii) a minimum number of 3 similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor 6 between 1.1.2014 and bid submission deadline: 3 contracts, each of minimum value 10 mln MDL (or equivalent in EUR/USD); The similarity of the contracts shall be based on the following: thermal insulation with façade finishing (excluding windows) for buildings with height minimum 15 meters and volumes of minimum 2 000 m 2 per building. 5) Interested eligible bidders may request an electronic copy of the bidding documents from: UCIMPRSVV; PIU Procurement Officer, Telephone/fax: +373 22 260906; Email: office@winemoldova.md. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at 10:00 a.m., 26.7.2019. 7) All bids must be accompanied by a bid security of: 200 000,00 MDL (or equivalent in EUR or USD).
