Joint Stock Company Ukrtransgaz (UTG) hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of loans from the EBRD and EIB (co-financers) towards the cost of “Reconstruction, Capital Repairs and Technical Re-equipping of the Main Gas Pipeline Urengoy – Pomary – Uzhgorod” Project. The Purchaser now invites sealed tenders from Suppliers for the following Contracts to be funded from part of the proceeds of the loans: Lot Nº: SG.PP.1.1 Lot Name: Supply of pipes for RomnyGrebinky section (3 364,5 km - 3 391,2 km) Description of the Goods and Related Services: — 26 595 m 56” (1 420 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — 285 m 40” (1 000 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — Total 18 units with avg. length of 40” and 56” Bared Line Pipe, X70 Grade with different thicknesses — Delivery to final destination Lot Nº: SG.PP.1.2 Lot Name: Supply of pipes for GrebinkySofiivka section (3 488,36 km -3 519,87 km) Description of the Goods and Related Services: — 30 696 m 56” (1 420 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — 38 m 40” (1 000 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — Total 18 units with avg. length of 40” and 56” Bared Line Pipe, X70 Grade with different thicknesses — Delivery to final destination Lot Nº: SG.PP.1.3 Lot Name: Supply of pipes for Bar-Gusiatyn section (3 974,77 km - 4008,45 km) Description of the Goods and Related Services: — 33813 m 56” (1420 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — 20 m 40” (1000 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — Total 18 units with avg. length of 40” and 56” Bared Line Pipe, X70 Grade with different thicknesses — Delivery to final destination Lot Nº: SG.PP.1.4 Lot Name: Supply of pipes for Gusiatyn Bogorodchany section (4101,3 km -4128,4 km) Description of the Goods and Related Services: — 27 877 m 56” (1 420 mm) X70 Grade with different thicknesses externally coated with 3LPE Line Pipe — Total 16 units with avg. length of 56” Bared Line Pipe, X70 Grade with different thicknesses — Delivery to final destination Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tendering for contracts that are to be financed with the proceeds of loans from the EBRD and EIB are open to firms from any country. Consistent with international law, the proceeds of the Banks’ loans will not be used for payment to persons or entities or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. Persons or entities, or suppliers offering goods and services, covered by such prohibition shall therefore not be eligible for the award of Banks-financed contracts. Moreover, consistent with the Order of President of Ukraine, Nº 133/2017, "on personal special economic and other restricting measures (sanctions)", persons or entities, who are listed in these lists and are not allowed to conduct business in Ukraine, at the submission date of Tender, shall not be participate into this Tender. To be qualified for the award of a contract of a one lot, Tenderers must satisfy the following minimum criteria: Financial Situation: — Minimum average annual turnover of 50 000 000 EUR, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2013-2017). — The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet — the cash-flow requirement of 8 000 000 EUR and — the overall cash flow requirements for this Contract and its current commitments. For the above requirements below conditions shall apply: — Single entity must meet requirements; — In case of Joint Venture, Consortium or Association: —— All partners combined must meet requirement —— The Lead Partner must meet fifty percent (50 %) of the requirement —— Each Other Partner must meet thirty percent (30 %) of the requirement Experience — Experience as Supplier, supply of at least 40” (OD) line pipe with an aggregate amount of 27 000 ton in maximum two (2) contracts or amount of 18 000 ton in one contract that have been successfully delivered within the last five (5) years. For the above requirement below conditions shall apply: — Single entity must meet requirements; — In case of Joint Venture, Consortium or Association: —— All partners combined must meet requirement —— The Lead Partner must meet forty percent (40 %) of the requirement —— Each Other Partner must meet twenty-five percent (25 %) of the requirement — The production capacity of the Tenderer (if the Tenderer is Manufacturer) or each Manufacturer to be proposed by the Tenderer for the production of SAWL steel line pipes shall be minimum 200 tons / day for each Lot. As the evidence, capacity reports shall be submitted. — Current API 5L monogram or Certificate of Compliance of ISO 3183 of the Tenderer (if the Tenderer is Manufacturer) or of each proposed Manufacturer shall be provided. If the Tenderer is Manufacturer and if additional Manufacturer is proposed by the Tenderer together with him, each of them shall meet above requirements. Whilst the Tenderer is applying for a combination of lots, the financial and experience requirements stated above shall be increased proportionally to the number of the lots applied. In the event of any discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.
