Procurement reference: 9156-IFT-42608 Project name: NAK Naftogaz Emergency Pipeline Upgrade and Modernisation Country: Ukraine Business sector: Natural Resources Project ID: 42608 Funding source: EBRD, EIB loans Type of contract: Goods Type of notice: Invitation for Tenders Issue date: 27.6.2018 Closing date: 10.8.2018 at 10:00 (Local time) This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 16.2.2018. “Reconstruction, Capital repairs and Technical Re-Equipping of the Main Gas Pipeline Urengoy – Pomary – Uzhgorod” Project Supply of Induction Bends (Hot Bends) for all sections Joint Stock Company Ukrtransgaz hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of loans from EBRD and EIB towards the cost of “Reconstruction, Capital Repairs and Technical Re-equipping of the Main Gas Pipeline Urengoy – Pomary – Uzhgorod” Project. The Purchaser now invites sealed tenders from Suppliers for the following Contract to be funded from part of the proceeds of the loan: Contract No: SG.IB.1 Contract Name: Supply of Induction Bends (Hot bends) for all sections Description of the Goods and Related Services: — 49 pieces of 56” (1420 mm) X70 Grade Induction Bends with different angles and externally coated, — Delivery to final destination. Tendering for contract that are to be financed with the proceeds of loans from EBRD and EIB and is open to firms from any country. Consistent with international law, the proceeds of the Banks’ loan will not be used for payment to persons or entities or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. Persons or entities, or suppliers offering goods and services, covered by such prohibition shall therefore not be eligible for the award of Bank-financed contracts. Moreover, consistent with the Order of President of Ukraine, nº 133/2017, "on personal special economic and other restricting measures (sanctions)", persons or entities, who are listed in these lists and are not allowed to conduct business in Ukraine, at the submission date of Tender, shall not be participate into this Tender. To be qualified for the award of a Contract, Tenderers must satisfy the following minimum criteria: Financial Situation: — Minimum average annual turnover of 6 000 000 EUR, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years (2013-2017). — The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the cash-flow requirement of 3 000 000 EUR and (ii) the overall cash flow requirements for this Contract and its current commitments. For the above requirements below conditions shall apply: — Single entity must meet requirements; — In case of Joint Venture, Consortium or Association: —— All partners combined must meet requirement, —— At least one Partner must meet fifty percent (50 %) of the requirement, —— Each Other Partner must meet thirty percent (30 %) of the requirement. Experience — Experience as Supplier, in the execution of three Contracts for the supply of at least 40” (OD) or larger steel line pipe that have been successfully completed (delivered) within the last five (5) years each with a value of at least 2 400 000 EUR. For the above requirement below conditions shall apply: — Single entity must meet requirements, — In case of Joint Venture, Consortium or Association, — All partners combined must meet requirement — At least one Partner must meet forty percent (40 %) of the requirement — Each Other Partner must meet twenty-five percent (25 %) of the requirement — The Tenderer (if the Tenderer is manufacturer) or the proposed manufacturer(s) shall have the general experience as manufacturer of induction bend for not less than 3 years within last 5 years and each shall have at least one completed contract within last 3 years for the manufacturing of 56” (OD) induction bend in accordance with ISO15590-1 or EN14870-1. As the evidence, capacity report and the previous contracts details shall be provided.
