Billing system. Energy meters. This tender is for the metering and billing of households within the St Mary's heat network in Oldham. The St Mary's Estate and the Oldham Leisure Centre are heated by the St Mary's District Heating Network. This network is approximately 50 years old and is in parts in a very poor condition, especially the boiler house. The boiler house, boilers and elements of distribution pipework are currently being replaced. There are approximately 1 420 homes connected to the system on a variety of meter types and payment arrangements. This project will rationalise all domestic heat users onto a single common type of meter and a single common form of Pay-as-You Go payment mechanism. For the purposes of preparing tenders for services it should be assumed that the following numbers of homes are managed / owned / metered as follows: Ownership: Tenants to First Choice Homes Oldham – 1 300 nr Leaseholders / Freeholder /Right to buy ownerships – 100 nr Tenants to Symphony Homes – 20 nr Current billing / payment arrangements: Pre-payment – 750 nr Credit billing – 650 nr Payment through rent / other charges 20nr
