Almondbank Flood Protection Scheme (Contract 1).

Background: Almondbank is located approximately 7 km west of Perth, eastern Scotland (see Figure 1 on next page). Perth & Kinross Council intends to construct flood protection measures and associated civil engineering works to protect the village of Almondbank and the surrounding area from floodwater originating from the River Almond and East Pow Burn. The works comprise construction of flood protection measures, including sheet pile flood walls, reinforced concrete flood walls and earthwork embankments adjacent to the River Almond and the East Pow Burn. In addition to the flood protection measures, a number of related construction works are required, including site clearance, replacement road bridges, replacement footbridge, pumping stations, rock armour, demolition of existing pavilion, new pavilion, surface water management systems and utility diversions. Description of Works The works will be split into separate phases. This PQQ relates to the first phase (Contract 1) of the works, which are planned to commence on site late in 2014. The subsequent phase/s of the works will commence in late 2015/early 2016. Contract 1 shall comprise construction of: — Site clearance of certain areas — Utility diversions — Reinforced concrete flood walls — Surface water management system — Rock armour — Pumping station — Sheet Piling (East Pow Burn trial) The works will be let under the NEC Conditions of Contract. The scheme is located in an environmentally-sensitive area and the River Almond is a tributary of the River Tay, a Special Area of Conservation. All works likely to impact upon the environmentally sensitive watercourses in the area will need to follow stringent environmental management plan contractual requirements and will involve consultation with statutory and non-statutory bodies regarding development and approval of suitable environmental mitigation measures that meet these contractual requirements. Particular care and attention is required regarding the timing of all construction works adjacent to/in the River Almond and East Pow Burn. Each Contractor is required to complete the PQQ and provide all information required by the PQQ. PQQ Submissions shall be provided by each Contractor to Perth and Kinross Council or their Agent in accordance with the instructions provided in the Prequalification Document. Each of the Tenderers will be selected in accordance with the selection procedure identified in Part E of the Prequalification document. Where the number of Contractors satisfying the minimum levels of economic and financial standing and/or technical or professional ability identified in the relevant section of this Prequalification Prospectus exceeds 6, Perth and Kinross Council shall limit the number of Contractors to be invited to submit a Tender to 6; forming the Tender List. Note: If less than 6 PQQ's are acceptable the Council may still continue to the tender stage.
