West Sussex County Council is seeking expressions of interest from organisations that are able to provide on-street Civil Parking Enforcement and Notice Processing Services. This is envisaged to be a Target Cost contract, with the possibility of variance for increasing or decreasing the level of enforcement, which is primarily focused around the supply of skilled, equipped, parking enforcement personnel. The deployed staffing levels may change on request of the Council, during the life of the contract, either upwards or downwards, and provision to do so from a commercial point of view, is made within the contract. The contract is to cover but not limited to the geographical areas of the Borough of Worthing and Adur Districts with the scope to extend to other district or boroughs within West Sussex. CPE Management The on-street enforcement operation is to provide the following services but is not limited to: a. The supply of skilled, equipped, deployed Civil Enforcement Officers; b. The provision of back office functions to process PCNs up to and including Notice-To-Owner (NTO) stage and first stage challenges. c. All IT services are to be provided by the Service Provider, together with remote access provided for Council staff. d. Payment infrastructure and banking services for PCN payments by post, in person at the public interface point, over the telephone and securely over the Internet. Additionally the Service Provider is to provide interfaces to enable the Council to take payments over the internet, in person and over the telephone. e. The Council do not currently clamp or remove vehicles parked in contravention but have applied to the Secretary of State for such powers. In the event that such a service is required during the term of this contract, the requirements for clamping and removing will form the basis of the minimum service requirements; and f. Performance monitoring and reporting. CPZ Management The CPZ management operation is to provide the following services but is not limited to: a. The management of a Public Interface Point; b. Administration of all the relevant aspects of the on-street parking scheme; c. Receipt of payment of Penalty Charge. The Service Provider will be responsible for printing the Penalty Charge Notices; d. Procurement, supply and maintenance of Pay and Display machines; e. Collection and banking of cash from pay and display machines; f. Administration of permit scheme, including the procurement and supply of all stationery; g. All IT services, together with remote access provided for Council staff; h. Sale of dispensation notices; i. Suspension of parking bays; and j. Performance monitoring and reporting In addition, tenderers may be invited to provide a cost for the management of a Parking Voucher scheme in Worthing and if successful the tender arrangement could be extended to include the existing voucher parking schemes in Chichester and Bognor. This contract may include management of the Albion Street Lorry Park and may include sign and line remedial works. It is expected that the contract duration will be for 5 years with an optional extension of up to a further 4 years.
