October 2016 State Communal Enterprise “Kostanay Heat and Power Company” hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Kostanay District Heating Project. The Purchaser now invites sealed tenders from contractors for the following contracts to be funded from part of the proceeds of the loan: Lot 1: Contract KoDHP – 4R-01 “Supply of Equipment and Components for Reconstruction of Steam Boilers in CHP.” Lot 2: Contract KoDHP – 4R-02 “Supply of Pipes, shaped parts, valves, construction materials and metal parts”. Lot 3: Contract KoDHP – 4R-03 “Supply of Instrumentation and Control Equipment and Components.” Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders. Tenderer’s proposals shall be submitted for each lot separately. These contracts include supply of Equipment for reconstruction of steam boilers in CHP according to the Requirements. The estimated completion time under each contract is 90 days. The Project is implemented on the territory of Kostanay City of the Republic of Kazakhstan. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. To be qualified for the award of a contract, tenderers must satisfy the following requirements: (a) Experience as Supplier, in at least 3 (three) contracts within the last 5 years, that have been successfully and substantially completed and that are similar to the proposed Goods. (b) Minimum average annual turnover as total certified payments received for contracts in progress or completed and supported by audited balance sheets, within the last 5 (five) years: For Lot 1 - KZT 200,000,000 or equivalent For Lot 2 - KZT 500,000,000 or equivalent For Lot 3 - KZT 300,000,000 or equivalent (c) The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to bear all costs related to execution of the Contract in the amount of not less than: For Lot 1 - KZT 113,000,000 equivalent For Lot 2 - KZT 250,000,000 equivalent For Lot 3 - KZT 155,000,000 equivalent, taking into account the Tenderer's commitments for other contracts. (d) The Tenderer shall submit audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Purchaser, for the last 3 (three) years to demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.
