State Unitary Enterprise for Housing and Communal Services of the Republic of Sakha (Yakutia) (Purchaser) has received a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Energy Efficiency Project in the Republic of Sakha (Yakutia). Herewith the Purchaser invites sealed tenders from companies for the contract financed from the loan proceeds received from the Bank for procurement of pipes for reconstruction of heating systems. The Purchaser now invites sealed tenders from contractors for procurement of pipes for reconstruction of heating systems to be financed from part of the proceeds of the loan from the Bank. The estimated completion time under the contract is 4 months. Tendering for contracts to be financed with the proceeds of a loan from the EBRD is open to firms from all countries. To be qualified for the award of a contract, Tenderers shall meet the following minimum qualification criteria: a) The tenderer shall have not less than RUB 80 million in average annual turnover over the last 3 years; b) The tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than equivalent to RUB 50 million, not taking into account the tenderer's commitments for other contracts; c) The tenderer shall have successful general and special experience as Supplier, in at least 3 (three) similar contracts within the last 5 years, with a contract value of at least RUB 50 million; d) Goods' manufacturer must have a certificate of quality management system (ISO 9001, or its equivalent) for at least three years; e) in the case of a tenderer offering to supply goods under the Contract which the tenderer does not manufacture or otherwise produce, the tenderer has been duly authorised by the goods' manufacturer or producer to supply the goods in the Purchaser's country. Upon tenderer's written request tender documents in PDF format (for text) and Excel format (for schedules and tables) may be sent to the e-mail specified in the request or tender documents may be obtained to the electronic device in PDF format (for text) and Excel format (for schedules and tables) at the Employer's address below. All tenders must be accompanied by Tender Security in roubles or its equivalent in convertible currency in the amount of RUB 1 000 000. Tenders must be delivered to the office at the Purchaser's address indicated below on or before 11:00 am (local time) 14 October, 2014, at which time they will be opened in the presence of those tenderers' representatives who choose to attend.
