On-Street Parking Enforcement in Buckinghamshire.

Buckinghamshire County Council is seeking expressions of interest from organisations that are able to provide On-Street Civil Parking Enforcement and Notice Processing Services. This fully integrated parking service will comprise of: 1. the provision of enforcement services including all aspects of on-street enforcement, 2. notice processing functions including the provision and management of associated ict systems, 3. cash collection, counting and the banking of all monies from on-street pay and display machines, 4. maintenance of on-street pay and display machines and future installation of machines. The service is required across the County of Buckinghamshire, with the exception of the South Bucks District area which may join the contract at a later stage. It includes the provision of all necessary equipment, servers, hardware, software, stationery, communications equipment and licences needed to undertake the administration of the above functions. The Contractor will also be required to provide premises and transport to undertake the service. There are currently a total of 75 Pay and Display machines (67 pay and display machines in High Wycombe, with a further 5 in Aylesbury and 3 in Amersham). Of these only the five in Aylesbury and the three in Amersham are networked. It is our intention to have all new machines networked. All machines currently only accept cash payment facilities; the Council intends to roll out the use of mobile phone facilities for pay and display parking payments. The Contractor will need to be able to supply, install and maintain ticket machines and maintain their respective network facilities. The Contractor will also undertake the cash collection, handling and banking functions, as well as managing parking permit, suspensions and dispensation functions. The Council intends to extend the scope of the service during the contract term. These additional services are: 1. The enforcement and processing of moving traffic contraventions using camera technology. 2. Expanding the above service provision into the South Bucks district area. 3. Roll out the use of mobile phone facilities for pay and display parking payments The Contract will be awarded for an initial five-year period with the option to extend for two further periods of three years and two years (i.e. 5+3+2), dependent upon performance. The Council is of the opinion that TUPE regulations will apply to this contract.
