The DH is to engage in a restricted procedure in order to seek to procure a national “patient questionnaire framework”, a framework agreement against which NHS providers can call off services to support the collection and reporting of data through the administration of patient questionnaires to patients in receipt of NHS-funded care. NHS Providers will fall under the following categories: 1) Any providers of NHS-funded services to patients (including Foundation Trusts) 2) Any NHS body (as defined by S9 of the NHS Act 2006) 3) DH Arms Length Bodies (ALBs) and any other bodies pursuant to the Health and Social Care Bill (in its form which receives Royal Assent) These categories will be defined in more detail within the Contract Notice. (a) Providers are defined as any providers of NHS-funded care to patients who are the responsibility of NHS Commissioners within England. (b) The DH envisages two main types of Lots called off under this framework; (i) Patient reported outcome measures (PROMS) (ii) Other patient questionnaires This document uses provider as the NHS provider of health services, supplier as the framework supplier and the Clearing House (CH) may be used interchangeably for the information centre (IC). Further descriptions for these 2 lots are provided in annex B of this PIN. Note: it is not the intention of the Department to shorten the tendering timescales by releasing this PIN but instead to inform and ready the market in advance of the contract notice being issued. Expressions of interest will be sought week commencing 24.10.2011.
