Provision of Computerised Maintenance Management System.

The Scottish Prison Service (SPS) is an Agency of the Scottish Government Justice Department and operates from 14 prison sites across Scotland. In addition to the prison establishments, the SPS also operates a college, a central store and an administrative headquarters building to support the operations of the prison establishments. The SPS typically manages prisoners held in prisons that range in size from facilities holding 1 000 prisoners to those holding less than 100. This project relates to all SPS Establishments with the exception of HMP Addiewell and HMP Kilmarnock. The SPS wishes to contract out the provision of a legally compliant Computerised Maintenance Management System (CMMS) for the Sites mentioned in this Specification. This requirement includes the project management, product maintenance and telephone support for the system. The objective of this Tender exercise is to identify a suitable supplier for the SPS to work with to satisfy all requirements set out in this specification. It is the intention of the SPS that the successful Supplier will be expected to: — meet the Goods and Services Specification criteria as detailed in this Schedule B, — propose and achieve the most economically advantageous solution for the SPS taking into consideration all costs associated with the supply of the required Service, — deliver all requirements under any resulting Contract timeously, commensurate with SPS timescales and to the agreed standards; and adhere to the SPS values and goals. Historically, the CMMS has utilised the SPS Wide Area Network Infrastructure and is fully networked and accessible to all sites in the SPS Estate. The current CMMS supports the planned preventative maintenance (PPM) and reactive maintenance undertaken by the SPS in-house teams. The corporate in-house team consists of approximately: — 2 helpdesk users – based at SPS headquarters, they utilise the system to produce reports, PPM production, creating PPM, addition/removal of assets, — 14 local management users - one based at each Site, they utilise the system to allocate resources, review work orders and produce reports, — 14 local administration users – one based at each Site, they utilise the system to log reactive requests, update works orders, allocate resources and produce reports, and — 4 000 customers – various personnel based at all Sites. The tenderer, where possible, should provide a response including the two options outlined below. For the avoidance of doubt, a single option response will also be given full consideration as part of the tender evaluation process. Option 1: The CMMS shall utilise the SPS Wide Area Network Infrastructure. The system is fully networked and accessible to all sites in the SPS Estate. Option 2: The CMMS shall be provided as a fully hosted option.
