Port Management System Procurement

BHC intends to purchase a Port Management System. Such system will provide functionality to enable the complete port process from planned ship arrival through to ship departure and the subsequent billing process. The Port Management System must, at an absolute minimum, be capable of: — Providing web-based communication with external parties for the exchange of structured and unstructured exchange of data and information associated with the planning of ship arrivals. Such capability may be provided by the bidder's solution directly or may be provided by the bidder's solution enabling seamless integration with Belfast Harbour's existing web-based solution. In either event the solution must be able to support all data required by the legislation and regulations governing the entry of ships into port; — Providing secured access to information to third party service providers such as mooring gangs, towage providers, stevedores, and agents to assist such parties to plan and execute their service activities; — Providing automatic alert messages to designated parties, both internal and external to Belfast Harbour, informing such parties of pending or actual events; — Providing integration to the Harbour's VTS system thereby enabling exchange of information between the Port Management System and the VTS system; — Integrating with existing financial systems; — Facilitating a wide range of tariffs, algorithms and providing the associated billing calculations for all marine and shore-side services; — Supporting bespoke reporting and database queries. The Port Management System BHC is seeking is a proven and established system that is already offered by the bidder in the market place with minimal bespoke development needed to meet BHC's required functionality. The Port Management System must provide the opportunity for further development and enhancement of the core product and the availability of technical support on a long term basis, without the need for BHC to invest significantly in upgrades and/or bespoke development purely to meet its requirements. BHC will require that the successful bidder is able to provide the necessary project management and business analysis skills to implement the solution. BHC will also wish to negotiate the provision of training, maintenance and support services (including patches, upgrades and technical support) to BHC. At the Invitation to Negotiate stage of this process, qualified bidders will be provided with BHC's specific functionality requirements in relation to the Port Management System, in relation to which bidders will be asked to provide their design and technical specifications for platforms, software and services to deliver the composite solution for BHC.
