The competition is for the provision of insurance of persons and non-life insurance such as: Group life, occupational injury, accident employees leisure time, accident pupils, travel insurance official journeys, damage insurance (buildings etc.), construction site insurance, company and product liability, builder insurance, asset liability, embezzlement, valuable object insurance, boat and work machines and motor vehicle insurance. The aim of the contract is the provision of insurance of persons and non-life insurance such as: Group life, occupational injury, accident employees leisure time, accident pupils, travel insurance official journeys, non-life insurance (buildings etc.), construction site insurance (project insurance), company and product responsibility, builder insurance, asset liability, embezzlement, valuable object insurance, boat and work machines and motor vehicle insurance. Tenders can be submitted for insurance of persons or non-life insurance. See the point ‘lots’ for further details on this. The contracting authority reserves the right to divide the contract between several tenderers and assumes all or parts of a tender. The contract's total value is estimated to 6 000 000 NOK excluding VAT per annum. The value estimate is based on statistics and the accounts for the procurement previous insurance contracts, as well as future budgets. The volume must therefore be seen as a non-binding estimate. See part 2a, requirement specifications, for further information on the contract. The contracting authority shall have an option for 1+1 year, see the below point. Contract. For further details see the specifications, part 2 a. 5.1.2 Premiums and costs The prices shall be given excluding VAT, but they shall include all the tenderer's other costs (fees, travel expenses, remuneration and all other cost elements). Tenderers shall fill in the attached price form. The premiums are to be given for 2016 in the form. In addition tenderers shall give a concrete description of what any premium regulations in subsequent years in the contract period will be based on. Tenderers shall state any discount rates if the entire portfolio is awarded. Premium changes shall only be made for the main due date. At least three months notification of premium changes etc. that disadvantage the assignment shall be given before the main due date. Any premium regulations are subject to approval. Tenderers shall state whether it is possible to enter into a contract where premium stability in relation to the damage percentage is fixed in the contract. Tenderers shall state the total premium of the portfolio (excluding VAT). 5.2.1 Quality and content Tenderers shall reply to questions in the answer boxes set up by the Contracting Authority. Replies which only refer to attachments will be get a zero score. The conditions that will be particularly emphasised in this point are, amongst other things, service/ability to serve the contracting authority. Description below. It is a prerequisite that tenderers reply to all the points in the comment box for each point. If it is necessary, due to a lack of space, one (1) attachment can be uploaded that refers to the points in question. Clarification shall be given as to whether an attachment has been used. We ask that tenderers clearly define any technical insurance words and expressions used in the tender. 5.2.1a Claims form and claims settlement. Replies shall be enclosed with the tender and will be emphasised in the evaluation and selection for negotiations. Tenderers shall describe the routines for registering claims. Furthermore, it is important that the tenderer carries out quick and functional claims settlements. Tenderers shall describe how this would be carried out. The county shall have a copy of all claims settlements. 5.2.1b Damage repairs. It is important for the contracting authority that the insurance company is available as soon as possible after damage has occured in order to implement damage limiting measures/damage repairs at an early date. Tenderers shall describe the routines they have for damage repairs, how quick damages are assessed and repaired and whether the tenderer has any preferred cooperation partners who carry out the improvements. Companies that are engaged by the insurance company to repair damage must, before the work commences, present a HSE datasheet (in Norwegian) for the county's/entity's substance register for any chemical substances that shall be used in the work. This is so that the county/entity can implement measures to protect its employees, pupils and inner and outer environment if needed. In the event of repair work after damage resulting in an insurance claim, the insurance company is responsible for ensuring that those working on the repair have the necessary qualifications and authorisations that are necessary for the type of work that shall be carried out, and for ensuring that the work is carried out in accordance with the current working environment law, building regulations, Norwegian standard and any other legislation that applies for the work in question. Repair work shall, as far as is possible, be adapted to daily operations in the building in question. 5.2.1c Damage prevention. Even if the county is already consciously working on damage prevention, tenderers shall describe what damage prevention measures the company will provide (as regards fire and building protection, damage to vehicles, as well as damage to persons). 5.2.1d Customer service Tenderers shall state the number of customer service operators and the waiting time for responding to incoming enquiries. Tenderers shall state whether the contracting authority will have a permanent executive officer in the different branches and if so, who. At the same time, the contracting authority would like one person at the tenderer who coordinates all service functions and who is the tenderer's main contact person for the contracting authority. The opening hours shall be given for all the days of the week. 5.2.1e Statistics Tenderers are obliged to provide claims statistics for every half year in a clear and presentable way. The claims statistics for each half year shall include the statistics for all of the accrued contract period The claims statistics shall at a minimum include: branch, contract-policy number, date, reported amount, paid amount, the tenderer's executive officer. Tenderers shall enclose an example of such statistics. 5.2.1f Training/user information Tenderers are obliged to provide users of the insurance contract with the necessary training/information on both the content and use of the insurance contract. This shall be accomplished via courses and as written and/or electronic information. Tenderers shall, in their tender, describe a system for this, both as regards those who are central in the county and responsible for the contract (the main contact) and regards the insurance contacts in the entities that carry out the ongoing case work/registration of claims etc. As a minimum courses/training shall be arranged for the insurance contacts once a year, with the first gathering being held within six months of the contract being signed. An account shall also be given for a system for regular contact/meetings with the county's main contacts for mutual information and competence development. 5.2.1g Insurance policies/travel insurance certificates Tenderers must issue an annual insurance policy for each branch/contract. The policy shall also include the special terms that are agreed based on this tender documentation and the tenderer's tender and any other specially agreed terms. Tenderers must also issue travel insurance certificates for use on official journeys for the contracting authority's employees and elected persons. 5.2.1h Implementation of a new contract/service provider After the contract has been signed, the new contract shall be implemented in all the entities. This must be a cooperation between the contracting authority and the chosen insurance company. A description shall be given, however, of what measures the insurance company will implement so as to make the new contract/insurance scheme known in the county/in the entities/by the employees. 5.2.1i Computer systems_Electronic documentation It is important for the contracting authority that the tenderer can offer electronic notices of their entire insurance portfolio, including policies and what each insurance covers and with the option to print relevant forms for reporting claims etc. This must also include an option for notices for relevant safety regulations etc. Tenderers shall describe their system for this. 5.2.1j Any additional services Tenderers shall describe any services as an offer in addition to what is discussed above.
