Following the recent announcement of investment of 145 000 000 GBP in e-Infrastructure (http://nds.coi.gov.uk/content/Detail.aspx?ReleaseID=421452&NewsAreaID=2) we believe it likely that our budget for the establishment of ICE-CSE will increase from 6 000 000 GBP to 10 000 000 GBP. We are therefore requesting that bidders submit two proposals, one for a 6 000 000 GBP budget as originally requested and one for 10 000 000 GBP (inclusive of all taxes) as well. As a result of the increased initial budget, some changes in the mandatory and desirable criteria should be observed: For the 6 000 000 GBP procurement we have replaced the absolute 400kW peak power limit with 1.5MW and added D1.4 to value lower total cost of ownership: M1: The maximum peak power consumed by all systems supplied for this tender must be less than 1.5MW, including ancillary systems such as heat exchangers, network equipment, storage etc. The supplier must include equipment so that 75 per cent or more of the heat generated must be extracted using water cooling, operating at a minimum ingress temperature of 18 degrees Celsius. D1.4 (additional): Maximum peak power consumed by all systems supplied for this tender not to exceed 400kW. M9: A capability computing system with the following features: — capable of executing single jobs that use the entire ICE-CSE ADVANCE system, — the system represents a step along the suppliers development path to Exascale computing, — a minimum theoretical double precision peak floating point performance of 450 TF/s, — a minimum MPI task count of 8,192 (one task per processor core), — minimum total memory is 32TB. Linpack performance figures for the proposed system must be provided. This will form part of the acceptance tests. All software to be fully licensed for use by STFC and external commercial collaborators. D9.1: MPI scaling to 65,536 tasks. — Points = 0: Meets mandatory requirements, — points = 1: >=16,384 MPI tasks, — points = 3: >=32,768 MPI tasks, — points = 5: >= 65,536 MPI tasks.
