Contract description The Government of Malawi is supported by international financial institutions including the European Investment Bank (EIB), to redress significant safety, security and operational issues at its two principal international airports at Lilongwe (Kamuzu) and Blantyre (Chileka). It also intends to improve the institutional capacity of Malawi’s aviation sector. Kamuzu and Chileka are both state-owned airports under the Malawi Department of Civil Aviation (DCA), which is directly responsible for the implementation of the project. Through this Technical Assistance Operation an international aviation design/management firm (the “Consultant”) will be contracted as the PIU within the DCA. The PIU shall provide technical and advisory services to the DCA through a Steering Committee within the DCA in close coordination with the EIB for the implementation of the project. The Consultant will also be required to transfer knowledge where possible in delivering projects of this kind to support future development initiatives in the aviation sector in Malawi. The DCA, as a direct result of this knowledge transfer, shall gain access to international best practice on project management, project implementation, technical and operational issues, so that at the end of the project, will be more able to directly manage similar projects in the future. The consultant will support the DCA in the design, procurement, supervision of works, equipment installation and commissioning of airports and taxiways facilities extension works, communication equipment, navigation equipment, surveillance equipment; meteorological equipment, firefighting equipment, etc. The expert team should be composed of a Team Leader, an airport equipment and facilities expert, and various other engineering specialists according to needs.
