World wide web WWW site operation host services. Internet services. Internet service providers ISP. Parliamentary ICT (PICT) on behalf of the House of Commons and House of Lords is seeking to procure a contract for the provision of strategic web hosting for the Parliament website (www.parliament.uk), Parliament Intranet and other online channels. Parliament’s online channels are high profile increasingly business critical and in the last 12 months received 16 000 000 visits, from 10 000 000 unique visitors, with daily visitor traffic varying from a low of 6 000 visits to a peak of 158 000. They deliver key information and services to Members of the House of Commons, Members of the House of Lords and the general public as well as some specialist audiences. The content varies from simple information based pages to interactive functionality and dynamic video and online games. All online channels can be subject to significant spikes in traffic and can come under threat from malicious attack. Parliament has to ensure that during these peaks and troughs of traffic all information and services remain available for its key target audiences. The level of service provided is also hugely important; proactive monitoring is required and issues must be dealt with swiftly and seamlessly. At present hosting is provided by a range of internal and external suppliers with varying service levels and provision. Parliament is keen to rationalise the provision of hosting to establish consistent service levels in line with business need as cost effectively as possible. Support for the proposed solutions is expected to be 24x7x365. The supplier will be responsible for providing a service which meets service levels around availability, support and issue management. The supplier will be expected to demonstrate flexible commercial models which ensure Parliament can get value for money and be proactive in ensuring that Parliament’s online channels are delivered in a resilient, secure and robust way. We are keen to work in partnership with the supplier to take advantage of new opportunities that technology can provide and provide a flexible and scalable service that can accommodate all Parliament’s web hosting needs over the next three to five years. Parliament is looking to appoint a supplier who will: — deliver the installation of the agreed platform, — assist with migration of sites and online assets, — deliver managed hosting of all Parliament’s online channels, websites and intranet, including a range of content such as video and audio Through the rationalisation of the number of suppliers and by taking advantage of new commercial models around hosting and the cloud, PICT are expecting to reduce costs while at the same time improve service levels.
