Project name: Damietta West 500 MW Conversion Project, and El Shabab 1000 MW Conversion Project Country: Egypt Business sector: Power & Energy Utilities Project ID: 7195-GPN-45434 Funding source: EBRD, EIB, IDB and Saudi Fund (SF) Type of contract: Project goods, works and services Type of notice: General Procurement Notice Issue date: 26 September 2013 Closing date: 26 September 2014 Egyptian Electricity Holding Company (EEHC) and its subsidiary East Delta Electricity Production Company (EDEPC) intend using the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD), alongside the proceeds of other co-financing from European Investment Bank (EIB), Islamic Development Bank (IDB) and Saudi Fund (SF), for the following two projects: Damietta West 500 MW Conversion Project Conversion of the existing open cycle 500 MW Damietta West power plant to combined cycle gas turbines (CCGT), commercial operation is anticipated in the 3 rd quarter of 2016. The proposed project, which has a total estimated cost of USD 315 million equivalent, will require the procurement of the following goods, works and services: • Package 1: Supply and Installation of Heat recovery steam generators; • Package 2: Supply and Installation of Electrical equipment / instrumentation installation; • Package 3: Supply and Installation of Steam Turbine Generator; • Package 4: Supply and Installation of Mechanical equipment / pipe installation; • Package 5: Wrap-up Insurance; • Package 6: Environmental Monitoring; • Package 7: Civil Works; • Package 8: Supply of Pumps and Drives. Tendering for the above contracts is expected to begin in the 4 th quarter of 2013. It is anticipated that EBRD will finance package 2 hence to be procured in accordance with EBRD's Procurement Policies and Rules (PP&R). El Shabab 1000 MW Conversion Project Conversion of the existing open cycle 1,000 MW El Shabab power plant to combined cycle gas turbines (CCGT), commercial operation is anticipated in the 3 rd quarter of 2016. The proposed project, which has a total estimated cost of USD 577 million equivalent, will require the procurement of the following goods, works and services: • Package 1: Supply and Installation of Heat recovery steam generators; • Package 2: Supply and Installation of Electrical equipment / instrumentation installation; • Package 3: Supply and Installation of Steam Turbine Generator; • Package 4: Supply and Installation of Mechanical equipment / pipe installation; • Package 5: Wrap-up Insurance; • Package 6: Environmental Monitoring; • Package 7: Civil Works; • Package 8: Supply of Pumps and Drives. Tendering for the above contracts is expected to begin in the 4 th quarter of 2013. It is anticipated that EBRD will finance packages 1 and 2, hence to be procured in accordance with EBRD's Procurement Policies and Rules (PP&R). Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
